The Union of Maintenance Operators believes that it is necessary to create a new organization that will monitor compliance with the standards during technical inspection.
In the Russian Federation, at the end of 2021, the mandatory technical inspection for cars and motorcycles owned by individuals was canceled, regardless of their age. However, there are those who still need to receive diagnostic cards without fail. We are talking about owners of commercial vehicles (including taxis), those who intend to cross the border by car, those who sell cars older than four years, and those who decide to make changes to the design of the vehicle, for example, convert it to gas.
Now the activity of technical inspection operators is under the control of the Russian Union of Motor Insurers. However, legislators have been engaged in TO reform for several years already, in particular, planning to change it. It is assumed that control over technical inspection will pass from the PCA to Rosakkreditatsiya (Federal Accreditation Service). The corresponding bill was submitted by a group of senators to the State Duma of the Russian Federation for consideration in early May.
The Union of Technical Inspection Operators opposes this initiative, Autonews.ru reports. The organization believes that Rosakkretatsiya «does not have the appropriate staff and experience of large-scale work in the auto industry.» They even conducted a survey, as noted, «among all maintenance points.» The results show that more than 85% of technical inspection operators agree that the proposed amendments “do not meet the interests of the state”, “won’t simplify, but greatly complicate the work” of participants in this business sector, and also “will not eliminate falsification and abuse of power”.
According to representatives of the Union, it is necessary to create the All-Russian Professional Association of Technical Inspection Operators and entrust control over the industry to it. Moreover, it is noted that this new association will be “regulated by the state”, and financed solely by the contributions of technical inspection operators, “without the use of budgetary funds.”
The Union of Maintenance Operators noted that the new structure will help bring this business area out of the “gray zone”. As a result, this will affect tax revenues to the budget; according to the Union's estimates, pre-planned revenues will exceed 1 billion rubles annually.
More initiators advocating the creation of a new organization , believe that such control will have a positive impact on road safety, as well as reduce the number of accidents due to faulty vehicles. It is expected that this will be influenced by the «revision and implementation of industry standards for technical inspection.» . “There are no complaints or complaints, all processes are automated,” said Evgeny Ufimtsev, President of the Union, earlier. “Now there is no urgent need to transfer powers.” At the same time, he noted that if the corresponding decision is made, the PCA will continue to work taking into account the «new legislation».
