Spurs owner Joe Lewis is believed to have told Levy he is not ready to let Kane end his contract and leave as a free agent next summer.
Sources have indicated that if Levy cannot convince the striker to extend his contract, Lewis will expect the club to sell rather than turn down a huge fee, with Tottenham valuing Kane at around £100m Sterling, if not more.

But at least for now the club are after Atalanta striker Rasmus Høilund and have other targets on their roster amid reservations about Tottenham's willingness to sell to them and the total cost of the deal.
If Kane, who turns 30 on Friday, has to be sold, Levy would prefer to do so to an overseas club rather than a Premier League rival, bolstering Bayern's position.
However, the prospect of allowing Kane, who is as close to a goal guarantee as realistically available this summer, to join Bayern without fighting for his services would upset many United fans given the uplift he would bring.
Kane's wife Kate has reportedly been eyeing a home in Munich and Bayern feel the player is ready to join them.
A move abroad would effectively put an end to Kane's ambition break Alan Shearer's record for goals in the Premier League. He is currently 47 points short of Shearer's total of 260.
But Kane is also desperate to win trophies and Thomas Tuchel, the Bayern manager, is believed to have told him they could win the Champions League together.

Kane is not the only England international Bayern are trying to sign. Tuchel is also looking to bring Kyle Walker to Germany from Manchester City in a potential £15m deal.
