Spurs owner Joe Lewis is believed to have told Levy he is not ready to let Kane end his contract and leave as a free agent next summer.
Sources have indicated that if Levy cannot convince the striker to extend his contract, Lewis will expect the club to sell rather than turn down a huge fee, with Tottenham valuing Kane at around £100m Sterling, if not more.
Bayern Munich are preparing a third offer for Kane and do not believe the striker wants to sign a new contract with Tottenham, who are believed to be willing to pay him up to £400,000 a week to keep him.

But at least for now the club are after Atalanta striker Rasmus Høilund and have other targets on their roster amid reservations about Tottenham's willingness to sell to them and the total cost of the deal.
If Kane, who turns 30 on Friday, has to be sold, Levy would prefer to do so to an overseas club rather than a Premier League rival, bolstering Bayern's position.
However, the prospect of allowing Kane, who is as close to a goal guarantee as realistically available this summer, to join Bayern without fighting for his services would upset many United fans given the uplift he would bring.
Kane's wife Kate has reportedly been eyeing a home in Munich and Bayern feel the player is ready to join them.
A move abroad would effectively put an end to Kane's ambition break Alan Shearer's record for goals in the Premier League. He is currently 47 points short of Shearer's total of 260.
But Kane is also desperate to win trophies and Thomas Tuchel, the Bayern manager, is believed to have told him they could win the Champions League together.

Kane is not the only England international Bayern are trying to sign. Tuchel is also looking to bring Kyle Walker to Germany from Manchester City in a potential £15m deal. United are big fans of Kane, but fear they will be drawn into a showdown with Levi and the cost of trying to make a deal, given the limits on what they can spend due to new UEFA financial soundness rules governing spending.

With Ten Hag still out of signing a striker and Anthony Martial still recovering from a hamstring injury late last season, the United manager had to get creative and experimented with Jadon Sancho as a false nine. Sancho scored in that role in Saturday's 2-0 win over Arsenal at New Jersey's Metlife Stadium.
Martial is expected to be included in first-team training in San Diego in the coming days, but it's not certain at this stage that the French striker will feature in any of the club's remaining three U.S. matches.
