GC “Gals-Development”, the developer of the Group of PJSC “VTB Bank”, and the “Talent and Success” Foundation will implement a project for the comprehensive development of the territory of the innovation center “Sirius” and the formation of its scientific, educational and innovative and technological environment on the federal territory. The corresponding agreement between VTB Bank and the educational foundation “Talent and Success” was signed on June 6, 2024 within the framework of the St. Petersburg International Economic Forum. The total development area will be at least 184 hectares.
To implement the project, a joint design company, Sirius-Development LLC, will be created. The majority share in the project will belong to the Foundation “Innovative Science and Technology Center “Sirius”” (ISTC “Sirius”, the only founder is the “Talent and Success” Foundation), a minority share – to VTB Group. The project is financed by VTB Bank. In particular, the use of innovative tools based on digital financial assets is being explored. GC “Gals-Development” will manage the project.
The project provides for the comprehensive construction of residential and non-residential real estate, the creation of infrastructure and landscaping on land plots located within the borders of the federal territory “Sirius”, facility management .
The implementation of the project will begin with the stage of infrastructure development for the implementation of the fund’s programs in the field of education and innovation. The new infrastructure will also facilitate employment in the federal territory for graduates of the educational center and the Sirius University of Science and Technology. For work and residence of residents, offices, technology parks and comfortable housing of various classes will be created on the territory.
Elena Shmeleva, Chairman of the Council of the Federal Territory “Sirius”, Head of the “Talent and Success” Foundation, emphasized: “Sirius has formed and for almost ten years has been developing the Russian system for identifying and developing talents, received the status of a national methodological center on behalf of the President, implements educational and scientific and technological projects not only within the borders of the federal territory, but also in all regions of our country in the interests of each of its residents, and has recently received international recognition, taking into account, among other things, the President’s order to expand opportunities for the regular holding of the World Youth Festival in “Sirius.” All this increases the requirements for the environment that we are developing at Sirius. Together with Hals-Development, on the territory of the Sirius Research and Development Center, we will create a modern complex in which leading scientists, employees of the largest Russian innovative companies and technology entrepreneurs will live and work together. This project fully complies with the development objectives of the Sirius Institute of Technology and Technology and will become the standard of a comfortable and at the same time developing environment.”
