The regional investigative department of the Investigative Committee opened a criminal case under Part 2 of Article 238 of the Criminal Code of the Russian Federation (provision of services that do not meet the requirements for the safety of life or health of consumers). The regional prosecutor's office organized its own inspection and took control of the progress of the criminal investigation. Later, the main department of the Ministry of Internal Affairs for the region reported that a second criminal case had been opened in connection with the accident under Part 3 of Article 264 of the Criminal Code of the Russian Federation (violation of traffic rules and operation of vehicles).
