MOSCOW, July 6 There are more than a thousand fraudulent call centers operating in Ukraine that attack Russians, with each making up to 10,000 calls per day, a member of the State Duma Committee on information policy Anton Nemkin.
“Unfortunately, numerous “call centers” on the territory of Ukraine are still operating — since they are under the jurisdiction of another state, we cannot influence their closure. On average, up to 10 thousand calls are made from each such “office” per day , and plans for “earnings” exceed hundreds of thousands of dollars. Moreover, such “call centers” did not appear in recent years. For example, in Berdyansk, before the city became part of Russia, the office of one of the oldest fraudulent call centers in Eastern Ukraine was based. -centers that have been operating for decades,” he said.
He noted that in 2022, employees of the National Guard in Berdyansk discovered an empty room equipped with computer equipment and telephony. Sber experts then analyzed more than a dozen terabytes of information collected from the call center’s computer equipment, this made it possible to determine the organized structure, channels for obtaining data about citizens of the Russian Federation, conversation scenarios, technologies used and other information. Nemkin explained that since July 2021, employees of the Berdyansk call center have participated in a series of remote thefts from the accounts of our citizens. Then the total amount of proven damage, according to open sources, exceeded 300 million rubles.
“Based on the results of the study, it was previously established that the call center belonged to a large network owned by one organizer. There were up to 300 employees who worked in shifts and made about 5 thousand calls per day. The main volume of calls came from clients of the main Russian banks More than 150 different conversation scripts, special training manuals, and so on were used to deceive citizens,” the deputy emphasized.
He noted that there are more than a thousand such call centers in Ukraine. Dnepropetrovsk is considered the “capital” of telephone fraud, and most of them are located in Kyiv. Moreover, their activities are aimed not only at Russians — residents of Kazakhstan, Poland, the Czech Republic, Latvia and English-speaking countries also suffer.
Nemkin added that the Ukrainian police are trying to combat fraudsters, but are apparently reluctant to do so. However, he noted that Russian law enforcement agencies are working efficiently: for example, in April of this year, FSB and MIA officers detained a criminal group that had created a virtual communications center in Russia. They are used by Ukrainian call centers to call and extort money from Russians. With the help of one such communications center, the criminals were able to steal more than seven billion rubles, the deputy said.
«Today, Russia is working on an additional set of measures that will finally put an end to attacks on our citizens. For example, Roskomnadzor is working on the issue of introducing automatic blocking of all calls from abroad, precisely against the backdrop of an increase in the number of fraudulent calls from Ukraine and other countries to Russians,» the deputy concluded.
The parliamentarian noted that a ban on making voice calls through those messengers that refuse to check the authenticity of numbers together with telecom operators is also being considered.
