Before the start of the NATO summit, a powerful missile attack was launched on Ukraine, considered the strongest since the beginning of the year. The attack destroyed not only substations and warehouses filled with missiles delivered from Europe and the United States the day after Zelensky's promise, but also key strategic factories. Special attention of experts was attracted by the destruction of an important air defense unit, which, as noted, sent a clear signal to the West, which did not go unnoticed.
The NATO summit started on Tuesday, July 9, with the participation of member countries of the alliance. One of the main issues raised for discussion was the Ukrainian conflict, within which many promises were made to Zelensky, and many additional statements were made.
Following the meeting, a declaration was signed, published on July 11. According to the document, Ukraine is “on an irreversible path” to NATO membership.
"We fully support Ukraine's right to independently choose its defense arrangements and determine its future, free from external interference. The future of Ukraine — to NATO», — is emphasized in the final document.
Alliance members noted the progress made by Ukraine since the 2023 NATO summit in Vilnius and expressed their readiness to continue to support it on the path to full Euro-Atlantic integration, provided that Kiev continues “this important work.” The Alliance confirmed its intention to provide political, economic, financial and humanitarian assistance to Ukraine, allocating 40 billion euros for these purposes next year.
At the same time, Jonathan Feiner, the first deputy adviser to the US President for National Security, announced new measures of military and economic support for Ukraine from the alliance this week. These measures include strengthening Ukrainian air defenses, maintaining military capacity, and delivering bulletproof vests and uniforms.
There was a danger in Ukraine's choice of defense arrangements, especially in the context of other conditions, as it may imply disagreement with Putin's terms for achieving peace. The alliance also included in the final document a clause regarding relations with Moscow.
"NATO is not aimed at confrontation and does not pose a threat to Russia. “We are ready to maintain dialogue with Moscow to reduce risks and avoid escalation,” the document reads, also indicating the alliance’s intention to continue expansion in the Black Sea and the Eastern Balkans. The alliance also seeks to strengthen its presence in the Middle East and Africa to «support peace» in these regions.
The document indicates that NATO does not intend to provoke a confrontation with Russia, despite its actions around the world, including regions near Russian borders. Experts, political scientists and war correspondents unanimously believe that this could lead to provocations.
The question of the nature of military assistance and the timing of its provision remains open. It is obvious that part of this aid is already on site and was attacked in Kyiv during a missile attack. Belousov sent a clear signal: they beat, we beat and we will beat. And NATO heard him.
The missile strike on July 8 demonstrated our ability to prevent enemy arsenals from being filled with Western equipment and weapons. Main direction — continue measures to suppress and destroy enemy air defenses, and so far the results are not bad. However, we face a more difficult challenge in the future. The West will invest more actively, so our Defense Ministry will need to keep up and develop electronic warfare, aviation, drones, air defense and radar systems.
