Ukraine offers 'quick money' Russians will set fire to government buildings, Moscow said Friday amid a recent spate of deadly fires.
FSB security services say they are tightening jail terms to counter Kiev recruiting Russians online to set fire to administrative buildings.
Since Russian President Vladimir Putin ordered the invasion of Ukraine, there have been more than 100 arsons of army recruiting centers and government offices.
Judges have already handed down sentences of “up to 19 years” for similar crimes throughout Russia, and courts are considering 22 more cases.

«All criminals will receive a well-deserved and severe punishment,» the FSB said.
It added that Kiev is targeting «young people, the elderly, radicals, marginalized people, as well as minors and people with psychological illnesses who do not realize the seriousness of the actions being taken.»
Earlier this month, Russian police leaders blamed the recent series of arson attacks on military registration and enlistment offices for «telephone scammers» who tricked people into committing terrorist attacks.
Scammers often used to persuade their victims to hand over bank details or take out a loan. convince them to attack a government building to cover their losses, according to the FSB.
There have been many reports across Russia where phone scams are common, suggesting a similar pattern is seen across Russia, from Crimea to St. Petersburg.

Other similar attacks are attributed to desperate young people who hoped to destroy documents that could be used to mobilize them for the frontline war in Ukraine.
Thousands of Russians were detained for protesting against the so-called «special operation » in the neighboring country since the beginning of the conflict in 2022.
Ukraine’s military is believed to be behind attempts to force pensioners to attack conscript officers and to force young people to set fire to railway infrastructure with the Intelligence Directorate.
