According to these changes, starting from this date, the use of off-season tires, blocking the driver’s view with objects on the windshield of the car and the presence of a faulty anti-lock braking system (ABS) will be considered violations.
In the latter case, traffic police inspectors will be able to identify this malfunction by the pictogram on the instrument panel of the car. At the same time, under the «objects blocking the driver's view», such objects as a large DVR, a radar detector and other devices that cover part of the windshield will fall.
From 1 September 2023, a ban on the use of out-of-season tires comes into effect. During the summer period (June-August), owners of cars (category M1) and light trucks (category N1, up to 3.5 tons) are prohibited from using studded winter tires, and in in winter period (December-February ) — summer tires.
However, Velcro without studs will remain outside the scope of this ban, and owners of N2 p>Another innovation, effective from early September 2023 , will be the tightening of the rules on the use of headlights. Drivers will be penalized if their lights on car does function properly or are dirty". Also under the ban is the use of light sources in headlights and lanterns that do not correspond to the class specified in the operational documentation.
State traffic inspectorate employees will also continue to issue fines for excessive tinting of cars. The only exceptions will be those car owners whose light transmission of the front side and windshields is at least 70%, and in the presence of armor protection — at least 60%.
