    “PromMash Test” explained the changes in the CU TR “On the safety of small vessels”

    Amendments to the technical regulations “On the safety of small vessels” of the Eurasian Economic Union were initiated by the Council of the Eurasian Economic Commission. For a more precise understanding of the requirements of the document, it was established that it relates to means of active recreation on the water.

    In general, innovations technical regulations concern several aspects. First of all, the scope of its application was clarified and a list of products to which it does not apply was determined. The terms “small craft”, “aerobot” and “jet ski” also received their official definitions.

    Information about the entry into force of the changes indicates the countdown of 180 calendar days from the date of official publication of the decision of the Council of the Eurasian Economic Commission. Yuri Moshkov, Deputy Head of the Company's Certification Department, spoke about this.

    The term “small vessels” includes watercraft whose length does not exceed 20 meters, with a limit on the number of people transported – up to 12 people .

    Certification of small vessels has its own characteristics and implies compliance with the mandatory requirements of technical regulations. The European system is applicable to products sold within the Customs Union and defines general safety requirements, while the standards contain specific conditions.

    For enterprises planning to import small vessels within the Customs Union, it is necessary to provide documentary evidence of their safety compliance with current requirements. If exported vessels do not comply with the general requirements of technical regulations, they can be certified in accordance with local standards of the country where they will be exported.

    The certification process for small vessels and/or equipment includes several steps: submitting an application for certification to the certification body, selecting samples for testing, analyzing the state of production, conducting tests in an accredited laboratory, issuing a certificate of conformity and conducting inspection control.

    The applicant can be both a legal entity registered in accordance with the legislation of a member state of the Customs Union, and an individual as an individual entrepreneur, as well as a builder or foreign builder performing functions within the Customs Union.

    The validity period of the certificate of conformity is established for 5 years for small vessels and/or mass-produced equipment, but for the released batch the period is not established.
