No there is no doubt that everything that can be decided right this second has already been decided before Putin finished speaking.
These are not some problems of unimaginable complexity. Mainly household ones. Mid-level official level. And they can be solved — we see — almost instantly.
But they can’t be solved without a magic kick.
Do we have such bad, worthless officials? Not at all. They fully correspond to their class ranks, they pass certifications, they have an education.
The whole trouble is that the system, even the System, has been built over decades in such a way that initiative officials cannot exist in it, only obedient and understanding. Those who understand that management cannot be upset by bad reports and problems. But the initiative ones are frustrating.
Direct Line gives people the opportunity to bypass this bureaucratic layer. And then the obedience of the officials kicks in (it’s a kick from the very top), their education, professional skills and other advantages — it seethes, boils, rumbles, and at the moment everything is done.
And then everything calms down. Until the next “Direct Line”.
