    DOM.RF opened financing for a tram line in St. Petersburg

    DOM.RF has opened financing for the Slavyanka tram line project in St. Petersburg, which is being implemented using the infrastructure bonds mechanism. The size of the first tranche exceeded 500 million rubles.

    The complex project involves the construction of tracks with a length of more than 21 km, a modern automated depot, bridges, overpasses, and 24 stops. It is also planned to purchase 22 low-floor three-section trams using preferential financing.

    “The allocated funds are intended to pay an advance for the purchase of rolling stock. These will be modern and technologically advanced trams of domestic production, which will provide comfortable movement for residents of several districts at once. The construction of the Slavyanka line is of key importance for DOM.RF – the project will ensure the dynamic development of the urban environment and housing construction in the south of St. Petersburg,” emphasized Alexander Aksakov, director of the Infrastructure Bonds division of DOM.RF.

    In total, DOM.RF will allocate more than 17 billion rubles to the Slavyanka tram line—the provision of a preferential loan was approved by the government commission for regional development in December 2022. Gazprombank also takes part in financing the project, and the concessionaire company BaltNedvizServis is involved in the implementation.

    “The financial closure of stage No. 2, taking into account the previously completed first stage, is the largest in the PPP market in the sphere of creating urban passenger transport infrastructure in our country in terms of the volume of attracted extra-budgetary investments. Using the DOM.RF infrastructure bond mechanism will make it possible to finance the creation of the main capital construction projects of the Slavyanka tram line,” said Dmitry Pankratov, General Director of BaltNedvizServis.

    As expected, the first 10 trams will start run from Kupchino to Shushar in 2025. The construction of the second section to the Slavyanka microdistrict is planned to be completed in 2026 – after which 12 more trams will enter the line.
