Novikombank, the core bank of the Rostec state corporation, began accepting applications from employees of military-industrial complex enterprises as part of the Far Eastern Mortgage program on January 15, 2024. Now any employee of the Far Eastern defense industry enterprises, regardless of age and marital status, can take advantage of the mechanism for purchasing housing under this program. Previously, the corresponding instruction was given by Russian President Vladimir Putin.
Novikombank clients can receive a loan under the Far Eastern Mortgage program at a rate of 1.4% per annum. The state program is popular in the Primorsky Territory. According to the regional Ministry of Construction, in 2023, under the Far Eastern and Arctic Mortgage program in Primorye, 9,112 loans were issued in the amount of 43.9 billion rubles, which is 35% more than in 2022.
Novikombank provides loans under the Far Eastern Mortgage program for a period of up to 20 years in the amount of up to 6 million rubles. when purchasing real estate on the secondary housing market and up to 9 million rubles when purchasing real estate on the primary market.
The minimum down payment is 20.01% of the cost of the purchased property.
The program applies to all 11 subjects of the Far Eastern Federal District. These are Buryatia, Yakutia, Transbaikal, Kamchatka, Primorsky, Khabarovsk territories, as well as the Amur, Magadan, Sakhalin, Jewish regions and the Chukotka Autonomous Okrug. As part of the program, you can purchase real estate on the primary market in the city and on the secondary market in single-industry towns or cities of the Magadan Region and Chukotka Autonomous Okrug, as well as in rural areas.
Previously, Novikombank's offer applied only to young families – spouses under 36 years of age with Russian citizenship; single parents under 36 years of age with children under 19 years of age. Also, under the terms of the program, doctors and teachers with at least five years of work experience in specialized organizations in the Far Eastern Federal District, and participants in regional programs to increase labor mobility who come to work in the Far East can receive a preferential rate.
Recall that the state program “Far Eastern and Arctic Mortgage” at 2% was launched on behalf of Russian President Vladimir Putin in 2019 and was extended by the head of state until 2030. During this time, in the Primorsky Territory, banks issued almost 25.5 thousand loans worth 116.3 billion rubles.
