MOSCOW, January 20 The Russian government has begun work on a new national project “Transport,” the secretariat of First Deputy Prime Minister Andrei Belousov reported.
The formation of the national project was discussed at an inception meeting chaired by the first deputy chairman of the government. Currently, two large national projects are being implemented in the field of transport: “Safe, high-quality roads” and “Comprehensive plan for the modernization and expansion of highway infrastructure.” The current year is the final year for achieving the goals of each of them. The national project “Transport” will become the successor to these two existing national projects.
“”The new national project is, in fact, the first attempt to create a system for planning and implementing the development of transport infrastructure in our country, based on the ultimate goal set by the President of Russia related to increasing the mobility of the population and ensuring the availability of transport networks for cargo transportation, taking into account developing new foreign markets for our country in friendly countries,” the secretariat quoted Belousov as saying.
He recalled that in 2021 a new Transport Strategy was approved, and long-term guidelines for the development of the industry were revised. The strategy provides for the formation of a unified supporting transport network, which formed the basis of the National Transport project being developed. It is planned to rely on it when forming the project structure.
Belousov said that the development of a new national project is planned to be carried out in the next four to five months. The draft concept of the new national project was presented to the meeting participants by Minister of Transport Vitaly Savelyev. The main goal of the national project “Transport” is to ensure the connectivity of all types of transport infrastructure. The preliminary structure of the project provides for the formation of several federal projects aimed at achieving two results: ensuring an increase in the carrying capacity and capacity of the transport infrastructure of the Unified Backbone Transport Network, as well as more than doubling the capacity of the transport infrastructure for passenger traffic and connectivity of territories.
The Minister of Transport noted that “an important difference between the national project “Transport” and existing national projects will be the creation of a unified system for prioritizing and assessing the effects of activities, taking into account the transport and economic balance and methods for assessing the socio-economic effects of projects for the construction and operation of transport infrastructure facilities planned for implementation with the involvement of funds from the federal budget. This will allow for optimal development of infrastructure and efficient spending of budget funds, taking into account specific measurable results.
Belousov’s secretariat noted that the meeting participants generally approved the proposed draft concept of the national project and made a number of constructive proposals for its They added that the presented draft concept of the national project “Transport” received active support from representatives of the transport business community.
