At the end of 2023, for the first time in the history of Russia, regions that are not among the largest in terms of housing construction volumes were ahead of the top 10 entities in launching new housing projects. Such results were achieved, among other things, thanks to the comprehensive use of mechanisms that DOM.RF offers regions for effective development, noted Deputy General Director of DOM.RF Artyom Fedorko.
Total last year in the country Construction of 49.4 million sq. m. was launched. m of housing. Compared to 2022, the figure increased by 21%, or 8.7 million square meters. m. More than 70% of the increase was provided by regions that were not among the top ten largest in terms of the volume of housing under construction.
“The market is becoming more balanced. If in 2022 the ratio between the top 10 and other regions in terms of housing project launches was 56% to 44%, then in 2023 it was almost equal. This is largely the result of the use of state support mechanisms that DOM.RF implements throughout the entire life cycle of projects — from the development of concepts for the development of territories and the preparation of sites to the involvement of land and financing. At the same time, we put practical benefits, environmental friendliness, quality of construction, and the comfort of the urban environment for people at the forefront,” said Artyom Fedorko, speaking at the session “Realizing the construction potential of the regions of the Russian Federation” as part of the Day of the Construction Industry and Housing and Communal Services at the exhibition-forum «Russia».
The integrated use of DOM.RF tools helps regions achieve the most effective results in the housing sector. Among them are the involvement of inefficiently used land, integrated territorial development (CTD), master planning and project financing. An additional incentive for housing construction is provided by the opportunity to obtain preferential loans to finance important engineering, social and road facilities through the mechanism of infrastructure bonds. It is estimated that only in 2024, with its help, projects will be implemented that will ensure the commissioning of 1.8 million square meters. m of housing in seven regions. In total, DOM.RF is implementing 46 infrastructure projects in 24 regions and plans to expand this geography this year.
In addition to promoting the construction industry, DOM.RF is also developing the rental housing segment. This mechanism is especially in demand among young people and companies wishing to attract qualified personnel. Currently, the company's portfolio includes 33 projects, or more than 15.7 thousand apartments in 14 regions of Russia. We are talking about commercial, corporate, student, preferential and Far Eastern rentals. Investments in projects amounted to over 90 billion rubles.
