SARATOV, January 26 Former governor of the Penza region Ivan Belozertsev, head of the Biotek pharmaceutical company Boris Shpigel, their accomplices and several companies did not agree with the claim of the Prosecutor General's Office of the Russian Federation to recover from them 9.9 billion rubles in state revenue, the joint press service of the regional judicial system reported on the VKontakte social network.
Earlier, a source in law enforcement agencies reported that the State Enterprise filed a claim in court to claim the income of the Russian Federation jointly with Belozertsev, Shpigel, his wife Evgenia, General Director of the Pharmacy company Anton Koloskov, and the companies of the Biotek group for 9.9 billion rubles. The supervisory agency considered that this amount was earned as a result of corruption crimes, and therefore should be turned into state revenue. The Oktyabrsky District Court of Penza clarified that the property of the defendants was seized as an interim measure for the claim. The hearings began on January 16 behind closed doors, and on January 19 the court began debate.
“The judge of the Oktyabrsky District Court of Penza retired to the deliberation room to make a decision in the civil case on the claim of the Deputy Prosecutor General of the Russian Federation in the interests of the Russian Federation against Shpigel B.I., Shpigel E.G., Koloskov A.A., Belozertsev I.A. . and five pharmaceutical companies. At today's trial there were… debates in which the defendants and their representatives spoke, as well as everyone who wished to speak in remarks from the parties. The defendants did not agree with the demands presented,» the report says.
As the press service clarified, the decision is expected to be announced on Friday at 16.00 Moscow time.
The day before, the Izmailovsky Court of Moscow sentenced Belozertsev to 12 years in prison, Shpigel to 11 years in prison, and his wife Evgenia to 8.5 years in prison with a fine of 150 million rubles. The remaining defendants were given sentences ranging from 7.5 to 8.5 years in a maximum security colony. Belozertsev was found guilty of receiving a bribe on an especially large scale and illegal trafficking in weapons and ammunition. Spiegel, his wife Evgenia and the general director of the Pharmacia company Anton Koloskov were charged with giving a bribe, Belozertsev's relative Fyodor Fedotov and the driver Gennady Markov were accused of intermediary. All defendants are in custody.
The investigation found that from June 2019 to September 2020, Belozertsev personally and through intermediaries Markov and Fedotov received bribes from Spiegel, his wife and Koloskov in the form of money and expensive Swiss watches — a total of over 30 million rubles. In addition, Belozertsev was illegally provided with a luxury car. According to the Investigative Committee, such remuneration was intended to provide Biotek with competitive advantages in concluding government contracts related to the acceptance and storage of medicines and various medical products. The latter were purchased at public expense for the local health care system. In addition, the investigation found that Belozertsev illegally purchased weapons and ammunition in 2021, which he kept in his office.
Lawyers for the convicted said earlier that they plan to appeal the verdict.
