A new kindergarten for 280 places has opened in Kursk on Nadezhda Plevitskaya Avenue. This educational institution became the first social facility in Russia built using preferential financing through the DOM.RF infrastructure bond mechanism.
The new kindergarten has everything necessary for the comprehensive development of children: rooms for music and physical education classes, a speech therapist’s office, an art and design studio, as well as an animation studio, a sensory room and rooms for research and modeling. All premises are equipped with modern equipment, which will allow children to fully realize their potential during the educational process. For ease of use, the three-story building is equipped with an elevator and a ramp, and to ensure safety, it is equipped with a security system and fire alarm. On the territory of the kindergarten there are also 14 individual playgrounds with canopies and two physical education grounds with a capacity of more than 150 seats.
“The infrastructure bond program shows the interest of developers and regions in this support mechanism. Using bonds, you can build various infrastructure to ensure a comfortable life in residential complexes, including social infrastructure. This is what the developer from Kursk did. The first kindergarten opened today on Nadezhda Plevitskaya Avenue, which will accommodate 280 children. Such objects are always highly anticipated by both children and their parents. Infrastructure bonds are a promising tool for urban development, thanks to which more and more facilities will be commissioned in the near future,” commented First Deputy Minister of Construction and Housing and Communal Services of the Russian Federation Alexander Lomakin.
The kindergarten in Kursk was built on a plot of 14.5 hectares, which in 2019 was leased to DOM.RF for the comprehensive development of the territory by the Instep company. As part of the project, it is planned to commission more than 300 thousand square meters. m of housing. In December 2021, for the construction of a kindergarten in a new microdistrict, a decision was made to finance the amount of almost 410 million rubles through the DOM.RF infrastructure bond mechanism. The funds were raised through the placement of securities among investors and sent to the developer «ARSKO» at a preferential rate. The loan agreement for the project was concluded in June 2022.
“The presence of social facilities in new residential areas is the most important condition for comfortable family living and at the same time a factor increasing the demand for housing. For the development of cities, DOM.RF offers developers a whole range of effective tools. One of them is infrastructure bonds. This mechanism helps to attract investor funds for programs and projects that are significant for the regions — not only social, but also engineering and transport, accelerating their implementation. The kindergarten in Kursk will be followed by social facilities in Novosibirsk, Tula, Chelyabinsk, Yamalo-Nenets Autonomous Okrug,” noted Deputy General Director of DOM.RF Alexey Nidens.
Permission to put the facility into operation was received in February 2024. Currently, measures are being taken to transfer the building to the organization that will operate the preschool educational institution – MBDU “Combined Kindergarten No. 14”, and a team of employees is also being formed.
“Since 2019, under various programs, including national projects initiated by Russian President Vladimir Putin, we have managed to build 10 kindergartens with 1,185 places. Also during this time, 5 extensions to kindergartens with 195 places were built. And this is not counting the new facility on Nadezhda Plevitskaya Avenue. We see demand for the emergence of new social facilities, including kindergartens. Therefore, work in this direction will continue using all available tools, including infrastructure bonds DOM.RF,” said Governor of the Kursk Region Roman Starovoyt.
