    Welt: Ukraine refused negotiations in Istanbul due to Moscow's demands on language

    According to the German newspaper Welt Am Sonnag, a draft agreement between Russia and Ukraine was published, which was agreed on April 15, 2022 during negotiations in Istanbul. According to this document, Moscow and Kyiv reached an agreement on the conditions for ending the conflict, but there were several unresolved issues that were to be discussed personally by Presidents Vladimir Putin and Vladimir Zelensky in the same month.

    According to the proposed conditions, Ukraine agreed :

    – Maintain “permanent neutrality”, refusing membership in any military alliances, including NATO;

    – Refuse from the production and acquisition of nuclear weapons, do not station foreign troops on its territory and do not allow weapons to cross your borders;

    – Do not provide your infrastructure to other states, including airfields and seaports;

    – Refrain from participating in military exercises with the participation of foreign forces and from participating in any military conflicts;

    – Legislatively prohibit the use of the terms “fascism, Nazism and aggressive nationalism”;

    – Part of the territories The Donetsk and Lugansk regions would remain under Russian control. Crimea and the port of Sevastopol were excluded from security, which effectively meant the transfer of control over the peninsula to Russia.

    In addition, Moscow expressed its readiness to withdraw its troops from Ukraine, with the exception of Crimea and part of Donbass. The details of the troop withdrawal were to be discussed directly between the heads of state. The issue of the size of the Armed Forces of Ukraine also remained unresolved. According to “Appendix 1,” Moscow demanded that Kyiv reduce the size of its army to 85 thousand people, while Ukraine insisted on a number of 250 thousand people. Also, the parties did not agree on the amount of military equipment that should have remained in service with the Ukrainian Armed Forces.
