The story began on July 26, 2022 in Novosibirsk, when 27-year-old loader Khushnud Khamroev, a “valuable specialist” from one of the neighboring states, brutally killed a 17-year-old schoolgirl, who had just graduated from ninth grade, in the Nizhnyaya Yeltsovka region. The victim’s mother complained to the police three times, but to no avail. As a result, a criminal case has now been opened against the local former district police officer for negligence. We tell you what is currently known about this story.
The conflict between them began near one of the stores, where Khamroev suddenly pulled out a knife. The frightened girl tried to run away, but she was quickly caught up and killed in front of shocked witnesses and stopped motorists. The full horror of the incident was captured by a dashcam camera, and the recording quickly spread across local social networks.
Investigators learned that Khushnud and his victim were previously in a relationship. They were connected by personal matters that puzzled many of their loved ones. They had been dating since 2020, and the girl actively helped her boyfriend by getting him a job in the same store where she herself worked.
However, at some point their relationship broke down, and the exact reason for this break remains unclear. The initiator of the breakup, as investigators found out, was the murdered girl herself. But Khushnud could not calmly part with her: he scandalized and threatened her and her parents.

Applications were submitted not once, but three. All of them were rejected under the signature of former local police officer Anatoly Saushkin. Now this policeman is retired, but a case has been filed against him under the article “Negligence resulting in the death of a person.” The former law enforcement officer denies his guilt and believes that he acted in strict accordance with the law.
“The first time the schoolgirl’s mother contacted the police was in November 2021, claiming that Khamroev had threatened to kill her daughter. But there was no evidence of this, so no criminal case was opened,” says Saushkin.
The former policeman also says that he conducted preventive conversations with the future killer. However, the court must determine whether they were in reality. According to him, the victim’s mother asked several times not to continue the case, as the relationship was restored and Khamroev stopped making threats.
One of the complaints was filed on June 9, 2022, about a month and a half before the murder. Then the mother reported that her daughter not only received threats, but was also beaten. The ex-precinct officer requested information from the hospital and sent documents for examination. The results came after the girl’s death.
However, this was not the last case. On June 18, the mother again filed a complaint about the threats. And again there was a refusal to initiate a criminal case.
"Since this was already the third statement, I had a preventive conversation with Khamroev and issued him a warning,” recalls the former policeman.
Parents The deceased believe that Saushkin bears partial responsibility for the death of their daughter, since he did not take any action and treated the situation extremely superficially.
The district police officer’s lawyer believes that all refusals to initiate a criminal case were justified and agreed upon by the prosecutor’s office .
"If previously all the actions of the district police officer were considered legal, then what has changed?" — says lawyer Maria Mamontova.
