In the Samara region, traffic has been launched on the Togliatti bypass and the bridge over the Volga, the highway was opened by Russian President Vladimir Putin via video link. The investment project was implemented using DOM.RF infrastructure bonds and will allow the construction of more than 11 million square meters. m of housing for 220 thousand families in the attraction zone of new transport facilities.
The Tolyatti bypass with a maximum capacity of 40 thousand cars per day connected the M-5 Ural highway and the Volga region, becoming part of the Europe — Western China transport route. The opening of the highway will reduce travel time between Moscow and Samara, while transport accessibility of nearby areas will also increase.
The total cost of the project, which was implemented in a concession format, is estimated at 148 billion rubles. Of these, 35.5 billion rubles. sent by the DOM.RF group: 24.2 billion rubles. — using the infrastructure bonds mechanism, another 11.3 billion rubles. received a loan from Bank DOM.RF. Thus, the mechanisms of DOM.RF completely covered the need for extra-budgetary financing of the road.

The new highway will be used by millions of motorists and will provide the opportunity for large-scale residential development for 220 thousand families. In this case, our comprehensive approach to territorial development has again justified itself. The combination of financial instruments made it possible to balance the economic model of the project and accelerated its implementation,” commented Vitaly Mutko, General Director of DOM.RF.
The route is expected to become one of the main trade routes to Kazakhstan and China. Its construction will lead to the relocation of industrial and warehouse premises from Togliatti, which, in turn, will mean the release of urban land for housing and infrastructure construction in the Samara region.

Thanks to the order of the President of Russia, the road was included in the comprehensive plan for the development of the main infrastructure of the Russian Federation. More and more guests are coming to us, and thanks to the new road it will be possible to get to the wonderful national parks of our region, as well as many small historical settlements that await all residents of the Russian Federation,” said Acting Governor of the Samara Region Vyacheslav Fedorishchev.
The new highway will also reduce the load on the existing bridge across the Volga, which runs through the Zhigulevskaya HPP. Removing bottlenecks will lead to a reduction in harmful emissions into the atmosphere, which currently occur due to private traffic jams at the dam and its approaches.
