MOSCOW, July 26 The Human Rights Council under the President of the Russian Federation (HRC) and the Ministry of Digital Development, Communications and Mass Media of the Russian Federation have agreed to develop rules and restrictions on the use of artificial intelligence (AI) in certain industries, the HRC Telegram channel reported.
«Adviser to the President of the Russian Federation, head of the Human Rights Council Valery Fadeev met with the Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadayev, proposing to discuss the article by the Chairman of the Constitutional Court of the Russian Federation Valery Zorkin on the need for a constitutional and legal analysis of the introduction of artificial intelligence,» the report says.
During the meeting, Fadeev noted that there is now a «certain euphoria» around digitalization, which is often unjustified and sometimes leads to erroneous, premature decisions.
Among the topical issues that were raised at the meeting were excessive collection and illegal circulation of personal data, the possibilities of minimizing them and combating leaks, the danger of professional degradation of doctors when using AI, and the risks of using new technologies in teaching schoolchildren.
«We will look into specific industries, develop specific rules and determine the volume of data collected at the industry level. I propose starting with education as the most «high-profile» topic. We will prepare our proposals in the coming month,» Shadayev said.
Following the discussion, the Human Rights Council and the Ministry of Digital Development agreed to develop rules and restrictions for the use of AI in certain sectors, in particular healthcare, education, legal proceedings, transport, security and psychological assistance.
