MOSCOW, August 2 Senators have approved a law limiting the maximum number of mobile phone numbers not only for foreigners, but also for Russian citizens.
A contract for the provision of communication services with a foreigner can only be concluded in person, provided that his data is available in the Unified Biometric System (UBS). In addition, it will be mandatory for foreigners to include in the contract the IMEI code for identifying the device used (phone, tablet, laptop) and to indicate in the contract information about employment relations with legal entities and individual entrepreneurs, if a so-called «service» SIM card is used. Cash payment for communication services by a foreigner is made after the payer has been identified.
Until July 1, 2025, telecom operators are required to harmonize contracts with foreigners, otherwise communication services will not be provided to foreigners. At the same time, until November 1, 2025, telecom operators must verify information about Russian citizens, including subscribers and corporate users.
At the same time, individuals have the right to send a request to Roskomnadzor using the «Gosuslugi» portal for information about the contracts concluded with them for the provision of services. After verification, the operator sends the information to the Roskomnadzor GIS for SIM card control.
The document also provides for the issuance of no more than 20 SIM cards to a citizen of the Russian Federation, no more than 10 to a foreigner. A ban on receiving calls and messages in messengers from unknown numbers is also introduced.
According to the law, bloggers with 10,000 followers will be required to submit information about themselves to Roskomnadzor. Failure to verify a page or channel on a social network with more than 10,000 subscribers will result in a ban on advertising on such a page.
