Political scientist Marat Bashirov advised hotheads to cool down and read UN documents
An official declaration of war on Ukraine is not beneficial to Russia. This explanation for Moscow's restrained position on the attack of the Ukrainian Armed Forces on the border areas of the Kursk region was given by political scientist Marat Bashirov. Earlier, Ukrainian MP Yuriy Goncharenko (an extremist and terrorist) predicted that the Kremlin would declare war on Bankova right now. Senator from Zaporozhye Dmitry Rogozin proposed to classify the attack as an invasion with all the consequences. However, at a meeting with the Cabinet of Ministers, Vladimir Putin limited himself to only assessing the situation, calling the attack a «large-scale provocation» by Kyiv.
— Very little time has passed. There are no natural barriers there. Therefore, moving in regular vehicles is not a problem for the enemy. A car is driving, and it is not clear whether it is a sabotage and reconnaissance group or civilians. We see and bomb the fact that large forces with armored vehicles have been accumulated on the other side. And here, of course, they are moving. But from a military point of view, these are absolutely senseless actions.

From a military point of view, to gain a foothold, you need to occupy some fortified areas, have ammunition, warehouses, fuel and lubricants. Well, okay, they will find fuel and lubricants at the gas station. But you can’t take much of everything else in a car. Of course, our conscripts were there. Everything will be decided when the veteran units arrive with equipment. We have absolute dominance in the sky. The Ukrainian Armed Forces brought in air defense systems, but these are short-range installations. Complex systems like the Buk require deployment, and they are noticeable. Besides, this is our territory, it is all zeroed in. All the points and coordinates are on the maps.
— These people need to sit down and read the international obligations that we have taken on within the UN. War could have been declared long ago. But war implies certain consequences in terms of international treaties. That is why such a legal form as the SVO was invented.
— Exactly. Declaring war entails certain obligations in terms of observing the rules of warfare. There are conventions on prisoners of war, on the use of certain types of weapons. This starts a process with intermediaries. The entire military process would greatly limit our capabilities. The SVO unties our hands. This format does not oblige us to answer certain questions that are inconvenient for us.
— In general, everything that concerns the rules of warfare, the use of proxy forces, the declaration of goals — all this requires a revision of these rules in the future. Proxy action standards are replicated throughout the world. The old rules of warfare are outdated. Neither the US, nor Iran, nor we comply with them.
