Members of the logistics industry have submitted their proposal to reduce the financial burden to the Ministry of Transport.
In Russia every year the so-called «spring drying» is carried out: it is necessary in order to prevent the destruction of regional roads by heavy trucks. The fact is that during a sharp increase in temperature, the tracks are very susceptible to loads, so the roadway during such periods is often damaged due to the passage of heavy trucks.
The Ministry of Transport canceled restrictions on federal highways back in 2018: this decision was made due to the improvement in their regulatory state. However, regional roads are still far from the «norm», so they have to be «dry». At the same time, each region independently sets both the time period (as a rule, this is the period from March to May) and the maximum axle load. For example, in the Republic of Altai, the permissible axial load is 5 tons for a single, 4 tons for a two-axle and 3 tons for a three-axle bogie; for comparison, in the Arkhangelsk region there is a limit of 3.5 tons, regardless of the number of truck axles.
According to a letter from the Transport Logistics Committee of Delovaya Rossiya, participants in the commercial transportation industry have applied to the Ministry of Transport of the Russian Federation with a proposal to reduce the cost of special permits valid during the period of spring restrictions. We are talking about travel to those regions in which now more than half of the road surface has already been brought to the normative state.
Now most carriers have to bypass regional routes during the “spring drying”, which leads to the fact that the delivery time of goods increases by about 1-5 hours (depending on the direction of the route). If it is impossible to bypass the road, or it is the fast delivery time that is important, companies need to issue a so-called “special permit”. At the same time, the price of such a pass can reach up to 280 thousand rubles a month, and the cost of transportation increases by an average of 23%.
It should be noted that restrictions due to “drying” do not apply to the movement of food, essential goods and medicines. According to the order of the Ministry of Transport, when transporting oversized and project cargo, permits are issued only for those that cannot be divided into parts without loss of consumer properties.
One of the disadvantages for carriers is the requirement to issue an electronic pass five days before the trip. This means that making changes, for example, specifying another heavy truck or correcting the route, will not work quickly. The logistics companies explained that the carriers include the costs of issuing passes in the final tariff for the client, so that the final consumers have to pay «according to the bill».
If the proposal of the logistics industry participants is approved, carriers will face a reduction in their financial burden. According to the Ministry of Transport, in 2022, 420 billion rubles were allocated for the repair of regional and local roads in the Russian Federation; now every second road of regional and intermunicipal significance corresponds to the normative state.
Russian logistics companies also propose: to introduce a mechanism that will allow monitoring the condition of regional roads; expand the capabilities of the FGKU Rosdormonitoring portal (so that users can see the justifications according to which the regions determine restrictions on axle load and the cost of a pass); reduce the time for consideration of an application for a special permit from 5 to 1 day. There are other ideas that industry participants would like to discuss with the Ministry of Transport.
