It is assumed that car owners without compulsory insurance will be punished automatically no more than once a day.
Russian legislators have been nurturing the idea of looking for owners of cars without compulsory motor liability insurance using complexes for recording traffic violations for several years now. The Russian Union of Auto Insurers (RUA) announced at the end of last fall that the corresponding service was completely ready for work. It was expected that the new functionality would appear for traffic cameras in the first quarter of 2024, but the second half of the year has already begun, and fines for the absence of a “vehicle license” are still not issued automatically.
Now the RSA has come up with another proposal regarding the punishment of car owners without compulsory motor liability insurance with the help of traffic cameras. As RBC reports, Union President Evgeny Ufimtsev addressed corresponding letters to the Bank of Russia, the Ministry of Internal Affairs and the Ministry of Finance. It is expected that such car owners will be fined automatically for each day of driving without insurance.
At the same time, the head of the RSA noted that it is necessary to limit the fine for the absence of a “vehicle license” to once a day. He added that the current version of the Code of Administrative Offenses does not contain this restriction, so if changes are not made, decisions may begin to be issued more than once. As a result, this “could become a significant financial burden for motorists,” explained Evgeny Ufimtsev.
The Russian Union of Auto Insurers noted that they once again drew attention to the fact that cameras still do not punish drivers without a “car citizen”, due to an innovation that changed the list of mandatory documents required when re-registering/registering a car with the state (the corresponding bill has already been approved by the Federation Council).
The fact is that the compulsory motor third party liability insurance policy has disappeared from this list of required documents: now you can go through state registration of a vehicle without it. The RSA explained that now inspectors will be able to control the availability of valid OSAGO policies only as part of checking documents in case of a car stop on the road.
The Union calculated that “due to the lack of a system for automatically bringing to administrative responsibility for the absence Regional budgets lose about 2 billion rubles annually from compulsory motor liability insurance policies.” According to current regulations, the absence of valid compulsory insurance will cost the driver 800 rubles. If cameras catch such a car owner every day for a month, the total fine will be about 24 thousand rubles.
Evgeny Ufimtsev did not name a specific date when cameras will start fining drivers without compulsory motor liability insurance. To do this, it is necessary that changes in various documents at the federal level be approved, adopted and come into force.
