«The West will squeeze everyone»: Transnistria was offered to surrender

A bomb suddenly exploded in the zone of the frozen Transnistrian conflict. Fortunately, informational. The Spanish publication El Pais reported that, at the request of the Moldovan government, a Western consulting firm has developed a “reintegration plan” for Transnistria, which provides for the establishment of full control over the region by Chisinau by 2038. In Transnistria itself they are convinced that it is impossible to implement such a plan.

The plan will be implemented in stages. This year, Chisinau plans to reach an agreement with Tiraspol on a new procedure for training judges, prosecutors and lawyers in the unrecognized republic. In 2025, Transnistrians will be asked to refuse free Russian gas. The population will have to pay for gas at its full market price, and in order to soften this blow, they promise to pay compensation. Also next year, it is planned to begin discussing an agreement on the political status of the region. In 2026, it is necessary to merge the registers of administrations and conduct a general census in Transnistria. A year later, according to the plan, a referendum on reintegration should be held, and Russian peacekeepers will be replaced by an international mission. The costs of all these activities will exceed 550 million euros.

Then, from 2028 to 2031, the Transnistrian ruble will be abolished. A program to support small and medium-sized businesses and a reform of the pension system will be launched. All these joys will require another 1.6 billion euros. By the time Moldova joins the EU, all armed formations and security structures of Transnistria must be gradually disbanded, and the ammunition depots of the 14th Army liquidated. Another 2 billion euros will be added to the expenses.

It is no exaggeration to say that the consulting firm's product has shaken both banks of the Dniester. In Chisinau, the newspaper «Moldavskie Vedomosti» immediately asked how much of the people's money was paid for this plan. The publication also politely inquired why Moldovan citizens learn about such plans from a Spanish newspaper.

Moldovan journalist Sergei Tkach points out that the implementation of this plan implies, firstly, the rejection of the 1992 agreement on the peaceful settlement of the Transnistrian conflict, and secondly, the arrest or expulsion of the entire Transnistrian leadership. Which actually means unfreezing the conflict. By the way, the current Moldovan Deputy Prime Minister for Reintegration Oleg Serebrian, who many consider to be the «customer» of this plan, previously shared his vision of the «settlement» of the conflict on one of the Romanian TV channels. In his opinion, «the right bank should fill the left, just as West Germany absorbed the GDR.»

  Well, the plan is ready, now it's just a small matter: to find out what they think about it on the left bank of the Dniester. We turned to the deputy of the Supreme Council of Transnistria Andrey Safonov for comments.

— That's where the dog is buried, as they say! An interesting throw-in: as if a stone was thrown into a lake — to see what ripples will go on the water, who and how will react. And then it will be possible to collect the expressed opinions and predict the further development of events. All this looks like a technique of the special services, who have become skilled at such throw-ins. It would seem that for a business discussion the «plan» is crazy: neither the PMR is going to merge under the power of half-mad and illiterate nationalists, against the background of which even the nationalists of the turn of the 80-90s of the twentieth century look like erudites and titans of state thought, nor is Russia going to withdraw its troops and surrender Transnistria.

And here is a whole plan! And even until 2038! This is not even a «road map», but a whole «autobahn», which is planned seriously and for a long time, as if the whole world is in the super-stable 1978, and not in 2024, when everything changes every day, and a new world war is on the threshold of planet Earth. At first glance, this is primitive and frivolous.

But this is only at first glance. There are two specific possible goals. First. To scare the Transnistrians by creating the impression that, no matter what, the West will squeeze everyone, and that a steamroller is approaching Transnistria from which there is no escape, and it would be best to surrender to the West, the Chisinau regime and Romania, which is licking its lips not only at Moldova, but also at Transnistria and Gagauzia.

Second. To throw into the minds of the Transnistrians the idea that Russia either cannot protect the PMR, or is even ready to give up the republic on the Dniester, as if everything has already been “decided”, as if an “agreement” has been reached, etc. In short, the authors of the “plan” are trying to sow discord in the relations between Tiraspol and Moscow.

But there have been more than one or two similar primitives over the last 34 years, since the PMR has existed, so no one in Transnistria fell for this hoax. People analyze the real situation and understand that only an idiot can refuse military protection from peacekeepers, their statehood, democratic rights and freedoms that are trampled upon by the current Moldovan authorities.

There are no such people in Transnistria!

— In any case, this is a stillborn document that has nothing to do with reality. Whether it is a fake or a real development, no one in the PMR is going to accept it. It boils down to the liquidation of the statehood of Transnistria and the withdrawal of Russian troops from the banks of the Dniester. Needless to say, Tiraspol and Moscow will not agree to this.

It is unclear what kind of «consulting firm» this «plan» is. If these are real developers, then they have produced a hack job. The Chisinau authorities could have asked them with full justification: guys, are you looking out the window, do you see what is happening in the world? Why do we need your projects until 2038, when tomorrow we can be dragged into a war? But there have been no explanations from the Moldovan authorities so far. So, after all, this is either a complete fabrication, or an illiterate hack job, which is objectively a fabrication.

And who paid for it? If this, as we said, was a plant to clarify the attitude of Russia and the PMR to such ideas, then the payment went through the internal accounting of the special service where it was born. If we analyze, then such methods are loved by intellectuals from British «offices». Here they are great, they know how to work. It seems to me that it is unlikely that the Chisinau «James Bonds» and even their Romanian colleagues would work so «cunningly» through the Spanish press. In Moldova, morals are simpler, and there are fewer opportunities.

— Seriously, then none. No one will even consider this «plan». Our president Vadim Nikolaevich Krasnoselsky gave an interview just these days, where he emphasized two theses. First. Transnistria has never changed its guidelines.

Second. The peacekeeping operation must be continued.

Both of these theses completely destroy and discard this entire absurd, although detailed, document.

— It's all wrong. This is a capitulation plan that gives nothing to the people, their elected representatives, the executive structures, or the judicial system. This is a plan to renounce one's right to decide one's own destiny. This is a rejection of the union with Russia, which, without prejudice to other countries and international organizations, has de facto existed since the early 1990s. Finally, this is a plan to include the PMR in a unitary Moldova, which is governed not just by pro-Romanian nationalists (this has happened before), but by radical and illiterate young nationalists. Who, until 2020-2021, had no real experience in political activity or management of any industries or collectives. These nationalists, from the moment they came to power, immediately refused to even meet with the Transnistrian leaders, dumping this mission on the reintegration bureau, which decides nothing on its own. They openly admitted several months ago that they had effectively withdrawn from the negotiation process with Tiraspol, that they were simply going to tell the Transnistrians what to do. So why would the Transnistrians accept this draft? It would be suicide, and there are no idiots or suicides among the Transnistrians.

— Yes, let's go jogging or Nordic walking along this supposed «road map.»

Its strategic goal is «to take full control of security and public order on the territory of the left bank of the Dniester by 2038.» Everything is simple here: the liquidation of the Transnistrian statehood and the introduction of a regime of pro-Romanian nationalist dictatorship that exists on the right bank of the Dniester.

In 2025, it is supposed to «agree with Tiraspol on a new procedure for training judges, prosecutors and lawyers.» That is, to train such puppet lawyers who will begin to destroy Transnistria from within, adjusting it to the judicial system that exists in Moldova and the EU countries (for example, in Romania). It is clear that the training is planned to be carried out on the basis of Moldovan laws. Apparently, such lawyers will declare the «unconstitutionality» of certain state institutions and decisions of the Transnistrian authorities in order to demoralize the population of the PMR. This is not serious at all, because no one in their right mind will believe that the Transnistrians themselves will let a «Trojan horse» into their country that brings death.

In 2025, a transitional compensation for the increase in gas prices will be introduced for Transnistria, under which Transnistrians will pay the market price instead of the free gas currently supplied by Gazprom. That is, it was decided to inflate gas prices for Transnistrians to the same level as in Moldova, bankrupt both the PMR itself and the citizens of our Republic, and then create a humanitarian catastrophe and force everyone to the same good old capitulation. And talk about compensation is a distraction, because the current pro-Romanian and at the same time pro-Western «young reformers» are working entirely according to the precepts of Western financial institutions, which require getting out of crises by cutting any social payments and raising prices and tariffs to the «market» level. And the President of the Republic of Moldova used to work not just anywhere, but in the World Bank office in Washington.

In 2027, it is proposed to «organize a referendum on reintegration with the dissolution of the current security forces in Transnistria and the deployment of an international mission that should replace Russian peacekeepers.» That is, disband your defenders and humbly await an invasion and occupation by the Chisinau nationalists and, possibly, their allies — the Romanians and Westerners. Do the Transnistrians need this? As if this «international mission», where Westerners will be in charge, would lift a finger if Moldovan troops began to enter Transnistria! A «referendum» under the auspices of pro-Romanian nationalists would initially be anti-democratic, which is proven by the practice of 2024 in Moldova itself. Having declared their intention to hold a nationwide referendum on October 20 of this year to obtain approval for their course on «Moldova's accession to the EU», those in power have already banned about 100 objectionable media outlets and websites, a number of political parties and — even earlier — removed many popular opposition candidates from the local elections. In order to get the results they need in the pseudo-referendum-27, they are probably going to send their special services into the PMR, which is deprived of the protection of peacekeepers and state security agencies, deprive Transnistrians of access to Russian and other media outlets that are objectionable to Chisinau, subject supporters of Transnistrian statehood to repression, and then «draw» the numbers they need. All this looks absurd. Let us repeat once again: the PMR does not need this.

«In the period from 2028 to 2031, the issue of abolishing the Transnistrian ruble and its nominal inclusion in the national currency — the Moldovan leu — will be considered.» This looks systemic — in parallel with the deprivation of political and economic independence, as well as military protection, the Chisinau nationalists and their foreign puppeteers are going to destroy the Transnistrian financial system. And without it, the state is nothing! Of course, such primitive «approaches» are depressing. Disrespect for opponents is the best way to ruin your plans, which, unfortunately, Chisinau does not understand. Then «by the time Moldova joins the EU, the armed formations of Transnistria and security structures must be gradually disbanded, and the ammunition depots of the 14th Army must be liquidated.» What accession? When? Has anyone set a date yet? And what if they decide to «marinate» Moldova at the gates of the «paradise garden» named after Josep Borrell, like Turkey — for decades? Then, it turns out, our security forces and stockpiles of weapons and equipment in warehouses will remain in the PMR for another 40-60 years? We are not against it! But let's dig deeper, as they say! The abolition of the army, the MGB, the Ministry of Internal Affairs and other state security structures of Transnistria with the destruction of stockpiles of weapons, ammunition and equipment with which Transnistrians could defend themselves from the aggression of pro-Romanian nationalists — this, in the opinion of our opponents, is a guarantee that Transnistria will not be able to avoid «reintegration» with subsequent pushing either into the EU or, more realistically, into Romania. The latter option looks more logical in the conditions of geopolitical cataclysms in the world. I think it goes without saying that even this one point makes the whole “plan” ridiculous.

— All 359%! The scheme is simple: we offer you the option of joining the «family of civilized European nations», you refuse, then the option of «restoring constitutional order» remains. This is roughly how events unfolded in 1992, when Chisinau first rejected all of Transnistria's proposals — from the creation of a free economic zone to federalization — and then magnanimously offered to simply return to the unitary Moldova. It is clear that the Transnistrians tactfully refused such a «gift». Then, on June 19, 1992, Moldovan units invaded Bender, and the now deceased Mircea Snegur, then the president of the Republic of Moldova, announced on television that «constitutional order was being restored» in the city. They haven't come up with anything new since then.

The question is, why have joint exercises with the armies of Western countries and Romania been continuously held in Moldova from the beginning of 2023 until the summer of 2024?

Why are Moldovan, Western and Romanian fighters practicing assaults on cities on mock-ups at the Bulboacă training ground (which is next to the security zone of the Moldovan-Transnistrian conflict)? Are they planning to take cities in Romania, Russia, Moldova itself or Ukraine? No, this is a practice of taking settlements in the PMR.

Why has Moldova been given tens of millions of dollars and euros to strengthen and re-equip its national army? Why are American and Polish weapons arriving in Chisinau on US and Polish military aircraft, with the US weapons going to the Moldovan army and the Polish weapons to the police and carabinieri, who are part of the Ministry of Internal Affairs? Are the latter planning to use Polish «aid» to pacify Gagauzia and the residents of Moldova itself, who are actively opposing the danger of a new war on the Dniester and Moldova's accession to NATO, where the Westerners are clearly pushing the country?

Why have the Germans already given Moldova quite a few Piranha armored vehicles? Clearly not for the delivery of agricultural products to European countries, since the Moldovan authorities have cut themselves off from the Russian market with their evil anti-Russian policy…

Thus, there is a danger. Let's not panic, but we will not close our eyes to the attempts of the Moldovan authorities to carry out powerful work to obtain quantitative and qualitative superiority over the Transnistrian troops and Russian units stationed in the PMR. We must have everything necessary to be able to defend ourselves.

— I don't think they have a real plan. The Transnistrians are against it. But how can they reason? They say that Transnistrians used to have a reliable eastern rear, through which the Transnistrians traveled wherever they wanted and exported and imported various goods. And the authorities of the Republic of Moldova did not know the volumes of import and export. If they had closed the Chisinau airport back then, it would not have been a problem, we would have flown through Odessa wherever we needed. But now, the Chisinau comrades reason, the «separatists» are in our ring: we have complete control over their movement. Therefore, we will disrupt their export and import (as they do) and wait for them, penniless and hungry, to fall to their knees.

And then, they think their own thoughts, we will dictate to them what to do next. How to change the judicial system. What lawyers to train and for what. Who to appoint and where. Who to fire and from where, so that there are no supporters of the independence of the PMR in the supposed puppet temporary authorities of the «Transnistrian region» (until the moment of its final pushing into the unitary Moldova).

It is unlikely that they think differently. They have never sought real compromises. They have always relied on pressure.

— Yes, everything is the same. By simultaneously provoking a humanitarian catastrophe in the PMR and brainwashing: «you are surrounded, no one will help you, Russia is abandoning you, a deal is coming, Moscow will withdraw its troops from here, and without them you are screwed, surrender before it is too late» and so on.

At the same time, as the experience of all previous years shows, criminal cases can be initiated against Transnistrian security forces: they say, you are members of «illegal formations», you will face criminal liability under Moldovan laws, do not follow the orders of commanders and superiors…

It didn't work before, and it won't work now, because everyone knows: if you give in, the Transnistrians will definitely be dealt with. After establishing control over Transnistria, they need to radically change the national composition of our region: by means of total Romanianization, squeeze out the Russian-speaking population and pro-Russian Moldovans. This will allow, firstly, to secure Transnistria for the «unified Romanian space»; secondly, it will be easy to organize the unification of the entire former Moldavian SSR with Romania.

— It is naive to think that in the de facto pre-war situation in which the entire world finds itself, the US and the EU will for many years, step by step, give Moldova «homework» and steadily monitor its implementation. It is much easier to carry out a rapid act of «unirea», that is, «unification» through decisions of the authorities of Bucharest and its Chisinau satellites. Especially since almost all representatives of today's Moldovan authorities are citizens of Romania, from President Maia Sandu down. By the way, she once said that if there was a referendum in Moldova on unification with Romania, she would vote «for». No comments needed.

And now why do they need a referendum? To the east of the PMR, battles are raging, NATO is preparing for war with Russia in a few years, it may flare up in the Near and Far East, the US is convulsing in internal contradictions and may go for any foreign policy adventure… In these conditions, it is more logical to reward Romania for its «faithful service to the hegemon» and tell the residents of the former Soviet Moldova: everything is even better, guys, than you thought; now you are not only in the European Union, but also under the protection of NATO! Romania is a member of both.

It is clear that the majority of Moldovans and almost all Transnistrians are against this option, but who is going to seriously ask them? Moreover, the recreation of «Greater Romania» allows for the simultaneous destruction of all Russian influence on both banks of the Dniester, which is a strategic goal of the US, EU and NATO. And we know that the current Chisinau administration is preparing for a complete severance of all relations with Russia, including diplomatic ones, as well as for Moldova's separation from the CIS. And this is also within the framework of the future absorption of the former MSSR.

— And here lies the real, as they say, movement! It's just a pity that it is negative.

Let's take the events in Chisinau over the past day or two.

On July 31, the media reported that the head of the legal department of the parliament, Ion Creanga, and an employee of the Moldovan border police were detained by law enforcement agencies on suspicion of spying for the Russian Federation. They are suspected of treason and conspiracy against the Republic of Moldova. It is alleged that they provided an employee of the Russian embassy in Chisinau with various information that was used to the detriment of Moldova's interests. The Russian embassy denied these accusations.

By the evening, the President of the Republic of Moldova Maia Sandu, who easily “fits in” with any anti-Russian theme, made a significant, radical statement. Answering an unlikely random question – whether after this incident they could expel an employee of the Russian Embassy in Chisinau or even the Russian ambassador himself, she said: “If the government and the Ministry of Foreign Affairs consider that there is a need to act in this direction, we will make a decision.” In fact, this is an order for the government and the Ministry of Foreign Affairs of Moldova. The next day, the assistant military attaché of the Russian Embassy Dmitry Kelov was declared persona non grata.

Former prosecutor of the Anti-Corruption Prosecutor's Office of Moldova Victoria Furtuna, who decided to participate in the presidential elections that will be held in the Republic of Moldova on October 20, arrived in Tiraspol two days ago and announced from the Transnistrian capital that Sandu would begin her second presidential term with a war in Transnistria. As we can see, tensions are growing. At the same time, we can recall that since 2020, the top leadership of Moldova has not met not only with the leadership of the PMR, but also with colleagues from the Kremlin, and has not attended a single CIS summit. In 2023, the ruling group expelled most of the employees of the Russian embassy.

— They will not appear in Transnistria. Firstly, there were no traitors in Nagorno-Karabakh. They were in Yerevan. The Karabakh people were betrayed by the pro-Western leadership of Armenia, which declared that the NKR was part of Azerbaijani territory, which transferred the Karabakh conflict from an international to an internal Azerbaijani one and tied the hands of Russian peacekeepers in protecting the Karabakh people.

Secondly, this same Armenian leadership clearly stated that it would not defend Karabakh, which predetermined the fall of the NKR in 2023.

There are no such traitors in Moscow with regard to Transnistria. Especially now, in the current geopolitical battle with the collective West. Moreover, even Yeltsin did not give up the PMR in 1992, when, it would seem, Moscow was making almost all concessions to the West. And now, to enter into such a «deal» with the Westerners, the Romanians and the Chisinau dictatorship would be the apotheosis of stupidity and would inflict an incurable «political wound» on any Russian politician. And losing its positions in the southwest of the former USSR would be absurd on Russia's part.

As for the Transnistrians, we saw from the details of this «plan» that neither the people of the PMR nor the leaders of our country are offered anything other than the surrender of their state, disarmament and abolition of their army, police, prosecutor's office, security agencies, the renunciation of any independence, their currency, etc. There is nothing beneficial for the Transnistrians! Who would go for it?

In any case, all this is an indicator of the unwillingness of our ill-wishers to seriously negotiate and find a compromise in the settlement of the Moldovan-Transnistrian conflict. We do not need any referendum on «reintegration», because the Transnistrians independently chose their path back in 1990 and confirmed it twice in nationwide democratic referendums — on December 1, 1991 and September 17, 2006. Since these referendums were not accompanied by any prohibitions or repressions against dissenters, there are no grounds to reject their results.

So this anonymous draft cannot be called a serious plan. We will consider it a kind of injection with the purpose of sounding out the positions of Russia, Transnistria, and perhaps other states, and international organizations like the OSCE, which is participating in the negotiation process on the settlement of the Moldovan-Transnistrian conflict.

We will also regard this «plan» as one of the means of pressure on Transnistria. But this is pointless, because, as historical experience shows, in the end any pressure on the PMR is doomed to failure.
