A social round is being held in the Moscow region on compliance with the speed limit.
The Moscow region continues to implement the regional project «Road Safety» and the national project «Safe High-Quality Roads»: the State Traffic Inspectorate, the Ministry of Social and Information Communications, the Ministry of Transport of the Moscow Region and the regional public organization «Road Safety Union» jointly hold a social round «Nowhere to Hurry», aimed to raise awareness among road users. We emphasize — all participants. The purpose of the round: to remind about the importance of observing the speed limit and distance, as well as to draw public attention to the problems of accidents on the road. From June 12 to July 2, traffic police officers together with activists hold thematic events aimed at various social and age groups. What will they talk about? Yes, everything is about the same thing, because repetition is the mother of learning: the importance of observing the rules of the road.
It is never too late to remind drivers, passengers and pedestrians that distance is an important guarantee of safety. It must always be observed, and sometimes even increased: when there is poor visibility on the road or there is a heavy truck in front — a little more «air». There is no need to slow down sharply — not all participants in the stream will appreciate such a maneuver at its true worth. When parking or making any other maneuver, remember about the people around, and not just about yourself. The rules are simple, understandable to everyone, but require regular reminders. Otherwise, they begin to blur, eventually leading to misunderstanding, conflicts and accidents. Agree?
How many years has there been a non-stop dialogue about speed — and things are still there. For years, drivers have been trying to convey that breaking the speed limit is a sure path to an accident. One third of all accidents are due to speeding. But to this day, this is the most “popular” traffic violation: 97% of fines in the Moscow region are issued for speed. So the report of the Research Center for Road Traffic Safety of the Ministry of Internal Affairs of Russia confirms the general statistics: the main type of violations that caused road accidents in 2022 was the discrepancy between speed and specific traffic conditions — 3,385 cases. Three with a noticeable hook thousands of accidents! And many of them have serious consequences. The car park of Russia is not getting younger, it is deteriorating, on many cars the brakes work far from 100% of what the engineer laid down. It’s better not to even remember about the condition of the tires: a huge number of motorists this spring switched to economy mode and did not change tires at all. In such conditions, speeding is a sentence. The same pedestrian has practically no chance of surviving if an overspeed collision occurs! The result was an accident with fatalities.
In Russia, the non-penalty threshold, unlike Europe and even fraternal Belarus, is 20 km/h. Simply put, drivers automatically add an additional twenty kilometers to the sign, which translates to 80 km/h on city streets. In tandem with what has already been said, this is an extraordinary load, dangerous with human casualties. A non-penalized threshold is also a violation, even if there is no penalty for it. And the driver, busy with arithmetic instead of observing traffic rules, is the same violator.
Exceeding the established speed of movement is the case when it is necessary to fight with all legal methods that are available at the moment. In word and deed: in addition to continuous social campaigns, there must be a whip. Its role is played by photo-video fixation complexes: yes, drivers do not like them, but only this method forces them to comply with traffic rules and gives results. Cameras may not be installed everywhere, but only in emergency areas — this is the law. If you don’t want cameras, don’t get into accidents, read, follow traffic rules.
As soon as the complex and its accompanying sign are installed, the number of traffic violations begins to decrease significantly in the first two or three weeks. The next few months there is a further, but already a gradual decrease in the number of violators. As a result, a sixfold decrease in the number of violations in six months. We follow the statistics continuously, but everywhere they are unanimous: the number of violations and, as a result, the number of accidents, photo-video recording complexes are steadily reducing. You don’t have to go far — the drivers themselves, without embarrassment, answer that they slow down only in front of the camera. In total, since 2016 in the Moscow region, the number of accidents, deaths and injuries has decreased by more than 40%. Yes, many slow down only in front of the camera. It is necessary to pass it, as the speed increases again. As a result, the traffic flow becomes jerky, moves in jerks, creating more and more new conditions for the occurrence of an accident. What a distance! Much has already been said about the method of controlling the average speed: the flow would become smoother, and there would be fewer violations, and the number would be reduced. But for now, this tool, hopefully temporarily, has gone into the archive, although there are technical capabilities, and the need is even higher.
Most of our accidents are due to the wrong choice of vehicle speed and exceeding its permissible values. Acceleration, then braking in front of the camera, then acceleration again — is it possible to drive in such a rhythm without incident? This is especially evident on the tracks, where high speeds are already allowed, but especially hasty drivers strive to squeeze the maximum out of the capabilities of their car. The result is always the same — innocent people suffer. It is necessary to strictly observe the traffic rules and respect each other on the road — this is a guarantee of safety! Speed, speed and again speed, as well as distance, courtesy and compliance with traffic rules — this is the key to road safety. Of course, you should always start with yourself. But to remind others that we have one road for all is also not harmful and not shameful. And it does not matter who we are — drivers, passengers or pedestrians. After all, all together and each separately, we are full participants in the road traffic. And the rules of this very road traffic are the same for everyone. Regardless of status, age and position relative to the steering wheel.
