According to the plan, the Eastern Expressway should appear in the northeast of the region, which will connect a section of the M-12 federal highway with the Mytishchi Expressway under construction .
The next highway may appear near the capital: the regional Ministry of Transport reported on the corresponding project. It is possible that travel along it will be carried out on a paid basis: the government of the Moscow region is thinking about attracting private funds for construction (as a rule, such investments are subsequently returned through payment of fares by drivers).
As Kommersant reports, we are talking about the Eastern Expressway project, which will pass in the northeast of the region and will be able to connect the federal toll highway M-12 with the Mytishchi Expressway currently under construction. The length of the new road in the Moscow region should be 39 km. According to the plan, the route will pass through the urban districts of Ivanteevka, Fryazino, Bogorodsky, Losino-Petrovsky and Shchelkovo.
According to Andrei Mukhortikov, a member of the Public Council under the regional Ministry of Transport, the construction of a new road in the future should create a transit corridor from Yaroslavskoye Highway to M-7 Volga, while it will be possible to redirect part of the transit traffic from residential streets (currently two-lane roads pass through populated areas ).
The developers are not yet ready to submit design estimates and publish the technical parameters of the future road project. The Moscow Region Ministry of Transport noted that they are studying the possibility of attracting extra-budgetary funds, but at the moment there are no interested investors. However, so far there is no estimate of the cost of building the road, and the construction timeline has not been indicated.
Executive Director of the Association of Infrastructure Investors and Lenders Vadim Kalinin believes that “with the current key rate, the economics of the project become unattractive for investors.” He noted that they would probably be interested in a preferential rate “of about 5% per annum for the implementation of large transport projects.”
According to the expert, during the construction stage the contractors will face risks due to the fact that the route runs in an area of dense residential development, so there will be a need to buy out a large number of land plots. At the same time, according to the head of the laboratory of infrastructure and spatial research at the Institute of Industrial Markets and Infrastructure of the Russian Presidential Academy of National Economy and Public Administration, Yuri Ponomarev, “well-developed projects <…> are in demand among investors even in difficult economic conditions.”
