NIZHNY NOVGOROD, December 2 Former Minister of Transport and Road Facilities of Chuvashia Vladimir Osipov, accused of exceeding official powers and organizing illegal circulation of payment funds, was banned by the court certain actions, a law enforcement source said.
“The Moscow District Court of Cheboksary today chose a preventive measure for Osipov in the form of a ban on certain actions,” the agency’s interlocutor said.
Earlier, the regional investigative department of the Investigative Committee of the Russian Federation reported that two criminal cases had been opened against the former Minister of Transport and Road Facilities of Chuvashia Osipov. Today he has been charged with committing crimes under paragraph «e» of Part 3 of Article 286 of the Criminal Code of the Russian Federation (exceeding official powers, committed for selfish and personal interest) and under Part 3 of Article 33, Part 1 of Article 187 of the Criminal Code of the Russian Federation (organization of illegal circulation of means of payment ).
According to the department, the investigation established that in December 2022, the accused, holding the above position, out of selfish and personal interest, illegally entered into a municipal contract for the development of design documentation, major repairs and maintenance of one of the roads in the city of Cheboksary with a company headed by his acquaintance. In fact, this organization did not comply with the terms of the purchase, which caused damage to the regional budget in the amount of more than seven million rubles.
Then, as the Investigative Committee notes, in June 2022, he organized the provision of a fictitious payment order to the Chuvash Treasury to transfer funds from the ministry for purposes unrelated to the contract for which they were allocated. The Ministry of Finance of the Republic blocked the specified transfer.
The message clarifies that during interrogation as a defendant, conducted in the presence of lawyers, Osipov admitted his guilt in full, and also testified against an accomplice in his criminal activities.
The investigation is conducting an investigation aimed at establishing all the circumstances of the incident, and the issue of choosing a preventive measure is being decided.
In early October, the head of Chuvashia, Oleg Nikolaev, announced that the region’s Minister of Transport and Road Facilities, Vladimir Osipov, was resigning of his own free will, and violations related to his work were being investigated. Osipov has headed the ministry since February 2020.
