New details of the activities of a gang of killers have emerged, the detention of which was announced on Wednesday by the Ministry of Internal Affairs. In reality, arrests of gang members began in the spring. Then one of the leaders of the group, Alexey Chebotarev, as well as two of his henchmen, a certain Pashayev and a certain Dadashev, were detained. “MK” found out why those arrests were made, and for what crimes the gangsters will have to answer.

Dadashev and Chebotarev were arrested in March-April 2023 by the Basmanny Court. Even then, the case was being conducted by the Main Investigation Department of the Investigative Committee of Russia: given the scale of the group’s activities, evidence in all cases could only be collected in the central office of the Investigative Committee. At the same time, all the detainees outwardly looked like quite ordinary people: Dadashev and Chebotarev have their own individual entrepreneurs, both are married (Chebotarev was divorced), have two minor children, etc.
Initially, Dadashev and Chebotarev were suspected of involvement in the kidnapping of two people in January 2003. However, then new episodes began to appear. In particular, investigators established Chebotarev’s involvement in the disappearance in April 2004 of the owner of the Krasnogvardeysky market Makhmudov and his partner Meller (the market was subsequently demolished). It also turned out that the gangster may be involved in the discovery in the summer of 2009 in one of the reservoirs of the Pushkinsky district of the Moscow region of the corpses of a man and a woman with weights tied to their legs.
Today, new characters have been added to the criminal activities of Chebotarev and company new episodes. As the Ministry of Internal Affairs has already reported, 8 people were detained, including former employees of the Ministry of Internal Affairs, who subsequently transferred to serve in the Russian Guard.
As for the new episodes, in addition to the massacre of the market director and his girlfriend, the bandits are charged with at least six more crimes. Thus, in March 2002, in the SNT “Agrarnik” in the Odintsovo district of the Moscow region, the director of the company “Inyurconsult”, Alexander Fominov, was shot dead. He also provided consulting services to the leadership of the Ministry of Railways. In the same year, the director of the capital's Consul company, Vladimir Klyuev, along with his accountant, were kidnapped and killed. 2003 also turned out to be a fruitful year for crimes. In May, on Staraya Basmannaya Street, Alexander Revzin, an adviser to the Chairman of the Moscow Chamber of Control and Accounts, who at the same time advised the State Duma apparatus, was shot. The official miraculously survived. On July 15, 2023, Kirill Andreev, director of the Valitet financial center, was shot dead near a house on Leninsky Prospekt. On July 27, 2003, a car bomb exploded on the Kashirskoye Highway, killing Pirmagomed Burchakov, a businessman from Dagestan, who was getting into his Saab. Finally, in October 2003, in the sports complex of the Olympic Village, another Dagestani businessman, Magomed Gadzhiev, was killed by a killer’s bullets while leaving a restaurant. All these crimes were associated, as a rule, with the redistribution of spheres of influence, and gang members acted as perpetrators.
What is Chebotarev’s role in this story? A former special forces soldier, he was apparently a key character in the gang (the gang consisted of about 20 people in total). Another leader of the group was considered to be an employee of the SOBR of the Central Regional Directorate for Combating Organized Crime. In 2006, he died in a traffic accident. And Chebotarev had a residence permit in Ukraine and actually led his militants from there, coming to Russia from time to time.
In fact, other detainees also have a rich police background. Many of them were brought together a long time ago by service in one of the departments of the GUBOP. As State Duma deputy Alexander Khinshtein reported yesterday, among the detainees there are also current employees of the Russian Guard, who had previously transferred to the department from the Ministry of Internal Affairs. Among them are the chief of staff of the SOBR “Lynx” Alexey Alpatov and detective Sergei Volostnykh (former employee of the “Grom” GUNK of the Ministry of Internal Affairs).
“The detainees were taken to the territorial police departments and investigative authorities. Currently, investigative actions are being carried out with them,” commented the official representative of the Russian Ministry of Internal Affairs, Irina Volk. So very soon the list of solved crimes will be supplemented.
