The Grozny City Hall, with the support of DOM.RF, presented to the business community the investment projects included in the master plan for the development of the capital of the Chechen Republic (CR) until 2035. The event brought together representatives of more than 60 companies from key sectors of the economy, both already having experience working in the region and those considering such an opportunity.
Addressing investors with a welcoming speech, the head of the government of the Czech Republic Muslim Khuchievthanked DOM.RF for assistance in organizing the event and noted that meetings with businesses in this format are an excellent opportunity to launch mutually beneficial partnerships, the result of which will be the practical implementation of the Grozny master plan.
The concept of a strategic urban planning document for the capital of the Chechen Republic was selected in 2023 following the results of an international competition organized with the participation of DOM.RF and the Center agency. The winner was a consortium led by MASTER’S PLAN, which proposed to connect urban areas and create new points of attraction for citizens and tourists using a new planning structure. The document defines the key vectors of development of Grozny in economic, social, cultural, environmental and historical directions. The master plan is both a model of multidirectional growth and one of the tools for attracting investment.
“This is a unique event for the regions and the business community. We are grateful to the leadership of Chechnya and Grozny for their cooperation. This is the first time that a large-scale urban development project has been presented to investors in its early stages. This means that large, medium and small entrepreneurs have the opportunity to calculate their business model in advance and choose the appropriate area of work: housing, commercial real estate, landscaping or infrastructure. A city that waits for investors and guarantees the fulfillment of its obligations will be able to realize its potential through this approach. As a result, the comfort of Grozny residents will increase, this will become an incentive for the further development of the entire republic. This means that DOM.RF will fulfill its main tasks: to improve the standard of living in the country, promote the socio-economic growth of the regions, and support business,” said Deputy General Director of DOM.RF Denis Filippov. According to him, the Development Institute aims to replicate in the regions the practice of meetings with potential partners interested in implementing master plans prepared with the participation of DOM.RF.
The implementation of the Grozny master plan will primarily include the development of the city center, improvement of the Sunzha River embankment, construction of new housing and an interuniversity campus, creation of creative and agricultural clusters, as well as a special economic zone. Plans until 2035 include the construction of a medical town, an exhibition center, a tourist complex and comfortable residential areas. To implement these projects, it is planned to use both investor investments and budget funds.
According to the developers, the implementation of the Grozny master plan will have a significant effect. It is expected that as a result, the tourist flow will increase by 1.5 million people per year, more than 47 thousand new jobs will be created, and population growth will exceed 133 thousand people.
“Creating better conditions for investors is a priority task for the region’s leadership represented by the head of the Chechen Republic, Ramzan Akhmatovich Kadyrov. This is what made it possible to transform the Chechen capital into a dynamically developing city, in the future of which financial partners are confident. Thanks to the federal center’s trust in the effective policies of the head of the republic, Grozny is actively restoring its status as the industrial capital of southern Russia. Already in 2024, we will begin implementing the main tasks of the master plan aimed at strengthening Grozny’s position as a modern, smart and environmentally friendly city, open to entrepreneurs and investors,” emphasized the mayor of Grozny Khas-Magomed Kadyrov.
The master plan for Grozny will be developed without fail, taking into account the proposals of citizens, the opinions of experts and the interests of investors. By the end of this year, MASTER’S PLAN specialists will improve the concept based on comments from members of the jury and the expert council of the open competition.
