    Insurers can start using used spare parts when repairing cars under OSAGO

    If the idea is approved by the Central Bank, the Ministry of Finance and the Ministry of Transport, Russian insurance companies will probably receive the appropriate permission at the end of 2024.

    Over the past two years, the compulsory motor liability insurance segment has been faced with a shortage and rising prices for spare parts (including due to increased costs for logistics). At the same time, according to the current law, under MTPL contracts, car repairs at the expense of the insurer are a priority form of compensation for damage (over cash payments). As previously reported, due to problems with spare parts, insurance companies have practically stopped repairing cars.

    The problem is that, according to the law on “automobile citizenship”, service stations with which insurance companies have contracts are obliged to use only new spare parts (although not necessarily original ones), but they are not always in stock, and the ordered parts often do not arrive in time. come on time. So insurers are in favor of being allowed to use “used” parts when repairing cars under OSAGO.

    According to the head of the All-Russian Union of Insurers, Evgeny Ufimtsev, who is quoted by Izvestia, the issue of using “used” spare parts has already been studied jointly with the Research Institute of Automobile Transport. He explained that the Union will receive a list of parts that can be reused when repairing machines in July 2024. In addition, insurers will receive clarification on how to assess the condition of such spare parts: whether they can be safely reused or not.

    After studying this document, the ARIA is going to create an initiative to allow insurers to use used spare parts when repairing cars under OSAGO contracts: this will require adjustments to a number of regulatory documents and the basic law.

    The Union expects that insurers will receive the appropriate permission at the end of next year. First, the initiative must be discussed and approved by representatives of the Central Bank, as well as the Ministry of Finance and the Ministry of Transport of the Russian Federation. According to Evgeny Ufimtsev, the reuse of some components should not increase the risks of operating repaired machines. At the same time, the head of the VSS emphasized that today the average age of the Russian vehicle fleet is 15 years.

    Previously, a similar initiative was already submitted for discussion, then the Central Bank clearly opposed the use of used parts when repairing cars under compulsory motor liability insurance, and the Human Rights Council noted that if such a norm is approved in the Russian Federation, the number of car thefts “for disassembly” may significantly increase. .

    During an interview with the publication, Evgeny Ufimtsev said that road cameras will begin to “catch” drivers without a valid MTPL policy in 2024. He confirmed that car owners will be fined no more than once a day, and the amount of the fine will remain the same – 800 rubles.
