In 2023, with the help of preferential mortgages, the housing conditions of about 36 thousand Russian families were improved, the volume of lending exceeded 214 billion rubles — this is almost one and a half times more than in 2022, said the Vice President of the Bank DOM.RF Kirill Varentsov. Over the entire period of operation of state programs, more than 100 thousand preferential loans were issued in the amount of over 480 billion rubles.
The largest number of transactions under preferential mortgage programs last year were completed under “Family Mortgage” (more than 40% of the total volume of issues; 16 thousand clients took advantage of the program, 1.4 times more than in 2022). “Preferential rates for new buildings” take up more than 35% (14,600 families, a decrease of 1.3%). IT mortgages accounted for about 20% (more than 4 thousand families, an increase of 3.6 times). For “Far Eastern and Arctic” — 3% (1,160 families, an increase of 1.6 times).
“Programs with state support are constantly developing — the range of participants and the geography of application are expanding, and targeting is increasing. This year we expect further growth in the “Family Mortgage” — the main tool for supporting young Russians planning or already having children; the conditions for its modification are currently being worked out by the Russian government. All preferential programs are also extended to private housing construction; such loans accounted for more than 15% of issuances with state support, the growth in lending volume over the year was more than 20%,” noted Kirill Varentsov.
Residents of Moscow and the Moscow region most often applied for preferential mortgages (84 billion rubles, 1.4 times more compared to 2022), Krasnodar Territory (16.8 billion rubles, 2.1 times), St. Petersburg (14 .5 billion rubles, 1.3 times), Tyumen (10.7 billion rubles, 1.7 times) and Novosibirsk regions (7.8 billion rubles, 1.4 times).
The top ten also includes the Leningrad Region (7.6 billion rubles, 1.2 times), Primorsky Territory (7.4 billion rubles, 1.7 times), Tatarstan (about 7 billion rubles, 1.6 times ), Sverdlovsk (6.7 billion rubles, 1.2 times) and Rostov regions (6.3 billion rubles, 1.7 times).
