Since December 2023, non-alcoholic drinks have come under state control: mandatory labeling and tracking of these goods through the “Honest Sign” system begins. Sercons expert Yuri Moshkov spoke about the stages of implementation of this system, and also explained how entrepreneurs can prepare to work with labeling.
According to the Ministry of Finance of the Russian Federation, the level of counterfeit juices, lemonade and other carbonated drinks is about 20%. The expert noted that labeling soft drinks will ensure their proper composition and quality, as well as significantly reduce the percentage of counterfeits on the market. Due to the introduction of an excise tax on sugar added to sweet drinks, manufacturers have begun to use sweeteners instead, which can be harmful to health. Thanks to labeling, the consumer will know the composition of the product.
The rules for labeling soft drinks are regulated by Russian Government Decree No. 887 of May 31, 2023. This document outlines the deadlines for mandatory labeling of soft drinks, the procedure for working with these products, as well as the list of products subject to tracking through the “Honest Sign” system. This list includes: carbonated and non-carbonated soft drinks with added sugar and other sweeteners, drinks based on plant materials, fruit, vegetable and nut juices, unfermented drinks without added alcohol, fruit and berry compotes without fruits and berries, as well as kvass and fruit drinks. .
When choosing a method for labeling soft drinks in Russia, a decision was made in favor of using a two-dimensional data matrix code. Using this code, all necessary data about the manufacturer and the product itself is encrypted in accordance with the legally established procedure. A label containing this code is applied to the packaging or cap of the product, providing clear and reliable information about the origin and characteristics of each individual soft drink.
From March 1, 2024, a new stage of labeling begins. It provides for the appearance of codes on soft drinks packaged in aluminum cans. And from June 1, 2024, juices, nectars, plant milk and compotes will begin to be labeled.
In order to prepare for working with labeled drinks, entrepreneurs in the field of production, trade and services need to obtain enhanced qualified electronic signature, join the electronic document management system and register on the Honest Sign website. To avoid possible penalties and administrative liability, it is necessary to strictly comply with the requirements of the national labeling system.
