In Vladivostok, a teenage girl created and ran a Telegram channel for bullying peers. The Primorsky Territory police discovered this channel while monitoring social networks and instant messengers and launched an investigation. The administrator of the channel turned out to be a 12-year-old schoolgirl.
According to information published by the press service of the regional Ministry of Internal Affairs, on this channel she published photographs of minors with information discrediting them. The girl offered to beat and humiliate peers from her circle whom she disliked for a small reward. To do this, she published photographs, places where victims could be found and the amount that the person who thrashed the victim would receive.
It was not difficult for employees of the cybercrime department to establish the identity of the channel administrator. She turned out to be a schoolgirl born in 2011. Police inspectors held a preventive conversation with the girl and her mother, explaining what illegal actions she had committed.
The schoolgirl’s mother was punished under an administrative article for improper performance of parenting responsibilities by parents. The girl herself will now go to the Temporary Detention Center for Juvenile Offenders. Such centers are designed for the rehabilitation and re-education of teenagers who have committed offenses.
