The money from the project is planned to be left in the regions. The Yaroslavl region was chosen as a pilot region, which actively cooperates within the framework of privatization with the Russian Auction House.
The Yaroslavl region became a participant in a pilot project to involve real estate in the economic turnover, which is located in the federal property and is currently not used or used ineffectively.
The pilot project is being implemented on behalf of the Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko.
The involvement of federal real estate in economic circulation will have to be carried out by the executive authorities of the constituent entities of the Russian Federation, as well as local administrations.
For this purpose, federal buildings and structures will be transferred to the state ownership of the constituent entities of the federation and the ownership of municipalities. Currently, principles and mechanisms for transfer, as well as specific lists of such assets, are being developed at the federal and regional levels.
The highest executive authorities of the Yaroslavl region have been instructed to formulate proposals regarding the mechanism for implementing the project, as well as a list real estate objects in the region, which the authorities are ready to use for their own needs or sell on the open market through public auction.
“This process has been brewing for a long time. After the decision was made in 2019 to involve federal agents from the 1874-r list, approved by the government of the Russian Federation, and federal ETPs in regional privatization, the involvement of unused real estate in the turnover intensified throughout the Russian Federation. However, this did not affect federal property, of which there is a lot on the territory of each region. A separate decision was required for these objects. The process launched in relation to this real estate will give the regions the opportunity not only to manage it at the regional level, but also to retain the income from its sale.
The Department of Property Relations of the Yaroslavl Region, chosen as a pilot for the project, has been successfully privatizing regional real estate for a long time. Since 2018, the region has been successfully selling regional real estate, in particular historical buildings, at auctions at the Russian Auction House, which simultaneously ensures their preservation, additional revenues to the local budget and attracting private investment into the regional economy,” comments general Director of the RAD Andrey Stepanenko.
