MOSCOW, August 2 Google has been notified that some Russians cannot access YouTube, but the problem is not on the video hosting site's side, and is not the result of a technical failure, the company said.
«We are aware of reports that some people are unable to access YouTube in Russia. This is not the result of any technical issues or actions on our part,» the statement said. 
Russians have complained about the work of the YouTube video hosting service almost 20 thousand times in two days, with the majority of complaints — over 14 thousand — left on Thursday, according to data from the service «Sboy.rf».
Earlier, Rostelecom reported technical problems in the operation of equipment belonging to Google, which could affect the download speed and quality of playback of videos on YouTube for subscribers of all Russian operators. In turn, the press secretary of the Russian president Dmitry Peskov noted that the authorities have no plans to restrict access to the platform in the Russian Federation. 
Later, the head of the State Duma Committee on Information Policy, Alexander Khinshtein, said that YouTube loading speed on computers could drop by 70%. He noted that this measure would not affect mobile communications for now.
While Roskomnadzor said that the grounds for taking action against YouTube are disrespect for Russia and its citizens, as well as numerous violations of the law.
