The corresponding bill was sent to the Cabinet. The initiators believe that it is «absurd» to apply this punishment during the «striving for digitalization».
Today, motorists in Russia are still fined for forgotten driver's documents. Thus, according to Article 12.3 of the Code of Administrative Offenses (CAO), driving a vehicle by a driver who does not have an appropriate certificate or an OSAGO policy is punishable either by a warning or a fine of 500 rubles.
The New People faction is in favor of abolishing the punishment in the form of a fine for forgotten documents. According to its first deputy head, State Duma Vice Speaker Vladislav Davankov, the reason for the initiative was the mass appeal of motorists who are fined for driving licenses forgotten at home.
According to the initiator, the current situation is «rather absurd», because traffic police officers can quickly «online» check the availability of valid driver's licenses from motorists stopped for document checks. “It is not clear why people are forced to carry a pile of documents with them if we are striving for digitalization,” TASS quotes Vladislav Davankov. It is worth noting that there are still many remote regions in the Russian Federation where there is not even a regular cellular connection on the highways, not to mention “Internet coverage”.
Recall that in the fall of last year, the driver's license «moved» to the smartphone. So, now you can add a digital copy of the rights in the Gosuslugi.Avto mobile application, which until then began to include a “virtual” vehicle registration certificate. However, it is important that it is still mandatory for drivers to carry paper/plastic originals of these documents with them. At the same time, the inspector has the right to demand them for verification even if digital versions are presented.
With the help of the service, you can also conclude electronic contracts for the sale of a car, draw up a traffic accident without calling a traffic police officer (according to the European protocol), check the history of the car, as well as find out in a timely manner about the presence of fines for traffic violations and appeal against incorrectly issued decisions.
Let's note that OSAGO policies were the first among driver's documents that switched to electronic format. Now motorists can present for verification a printout of digital insurance or a file downloaded to a smartphone. It is known that in the Russian Federation there are a lot of those who do not apply for a “car citizen”, while traffic cameras still do not fine for this violation. The result was a proposal made at the end of last year to increase the fine for driving without OSAGO six times at once — from 800 to 6,000 rubles.
By the way, the authors of this proposal are deputies of the St. Melnikova — they also proposed to increase the amount of the penalty from 500 to 3000 rubles for drivers who did not take an OSAGO policy with them (although they have a valid document).
