Gazprombank and the Trans-Baikal Territory held a business breakfast as part of Transport Week 2023, where they discussed the project of logistics centers using the principles of public-private partnership in the Trans-Baikal Territory.
They discussed the need to create a multimodal logistics hub in the Trans-Baikal Territory. It is planned that it will consist of at least two customs logistics centers (CLCs), which are residents of the International Advanced Development Territory (IDA), each of the CLCs, in turn, will consist of several specialized terminals. The project is planned to be implemented using the concession mechanism.
It is planned to create facilities for processing imported cargo, including infrastructure for multimodal transportation and temporary storage warehouses in the bonded zone, performing both distribution and production functions. New products will be created here, including using imported parts and raw materials. These products can be supplied both to trade in Russia and to the world market. Also within the framework of the project, it is planned to create a terminal for containerization of export bulk cargo and transportation of trucks by rail for retail companies.
The Business Breakfast was attended by Assistant to the President of the Russian Federation Igor Levitin, Governor of the Trans-Baikal Territory Alexander Osipov, First Vice-President of Gazprombank Alexey Chichkanov, as well as representatives of business and the specialized expert community.
“Within the framework of the project, we are talking about logistics for the whole of Russia along the Eastern route. The creation of new modernized border crossings, TLCs, is now being considered, and a new mechanism for international priority development territories, combining the effectiveness of all previously created similar mechanisms, and public-private partnerships, as well as the possible simplification of all related documentation, can become clear tools for implementation. The total volume of cargo turnover, which can be created with fairly simple solutions, is 85 million tons per year,” noted the Governor of the Trans-Baikal Territory, Alexander Osipov.
“Currently a huge amount of in-demand imported cargo is moving through land borders, and not by sea, and in this regard, the Trans-Baikal Territory is the largest entry point into the Russian Federation. And vice versa: hundreds of millions of tons of export cargo redistributed here from the western borders also leave the country by land. So this is a very promising area in logistics. And that is why Gazprombank, as a financial institution created to finance our economic and transport potential, is trying to respond to the current challenge in a timely manner.
