MOSCOW, April 25. The Ministry of Digital Development of the Russian Federation plans to oblige foreign citizens to register in the Unified Biometric System when they apply for SIM cards of Russian operators, head of the ministry Maksut Shadayev said at the Telecom of the Future conference.
“The Ministry of Digital Development has submitted a bill to the departments for approval, which obliges foreign citizens, when concluding contracts with mobile operators, to register in the Unified Biometric System. And this will be a mandatory story. Well, and, most likely, somehow in the future we will discuss putting things in order in general and reducing the share of gray SIM cards, which, unfortunately, we still have,” Shadayev said.
He noted that the bill provides for another measure that will reduce the number of gray SIM cards. According to the minister, it is important that in the personal account on Gosuslugi the user sees information about all contracts and numbers that are registered to him.
«Because it seems to us that the main fraud now is not that SIM cards are issued to non-existent people, but that they are issued to real people who do not know about it, then these SIM cards go into “gray circulation.” Each of us will see all the contracts, all the numbers, and if there is an agreement in this list that a person did not conclude, then with one click, he will be able to terminate it,” Shadayev said.
He also recalled that the Central Bank took the initiative to unite the efforts of telecom operators, banks, the Ministry of Digital Development and the Ministry of Internal Affairs and try to build a single platform that would additionally work for anti-fraud.
