Suella Braverman offered to negotiate a review of the injunctions with Strasbourg. the power to override attempts by European human rights judges to block flights to deport migrants under plans to be announced on Thursday.
The Home Secretary is expected to be given the «margin» to ignore Strasbourg's injunctions, known as writ Rule 39, which was used by a single judge at the European Court of Human Rights (ECtHR) last June to justify the first flight to Rwanda.
The move is to be set out in an amendment to the Rishi Sunak Illicit Act. The migration bill, passed on Thursday, is expected to prevent an uprising of about 60 Conservative MPs who are demanding stronger action against the ECtHR.
They also pushed through the promised changes to toughen up the bill so that it won't let British lawyers use internal human rights or other legislation to block deportation flights. Such claims will only be considered after the Home Office has expelled migrants who have entered the UK illegally.
The bill is due back in the House of Commons for a final report next week before it is considered by the House of Lords. . The proposed law is central to Mr. Sunak's promise to stop boats.
It gives the Home Secretary the power to detain anyone who enters the UK illegally and quickly deport them to their home country or a third country. a safe state such as Rwanda where they can seek asylum. Ministers hope to pass legislation before the summer break.
They believe the measure will serve as a deterrent to illegal Channel crossings, as court documents confirmed on Wednesday that the Home Office was expecting the arrival of up to 56,000 small boats this year, up 20% from last year's record of 45,728.
Attorney General Victoria Prentice still has to sign Thursday's amendments, threatening another clash with Strasbourg.< /p>
Flights to Rwanda have been suspended since June as an injunction required the legality of the policy to be determined by British courts before flights can take off. The Court of Appeal will hear the case next week.
Ministers will argue that they are not violating the European Convention on Human Rights, as rule 39 injunctions are only «house rules» of the court. Mr. Sunak called them «opaque, unfair and unfair».
Ms Braverman suggested discussing reforms of injunctions with Strasbourg to ensure they are not used arbitrarily and without the UK government's say. She reserved the right to assume the power to ignore them, but the Conservative MPs felt that this was not enough and submitted amendments for their immediate adoption.

Limiting domestic injunctions in British courts aims to ensure that the only way to stop a deportation is to convince a British judge that it will result in «serious and irreversible damage». Claims made under the UK Human Rights Act or the ECHR, or on any other basis, are not admissible.
To prevent moderate Conservative MPs from revolting, the government is also expected to promise to develop plans within six months after the bill becomes law, for refugees arriving in the UK via «safe and legal» routes.
These routes will be in addition to the current schemes for Ukraine, Hong Kong, Syria and Afghanistan, and next year they will will start accepting refugees in accordance with the limit on the number of refugees agreed by Parliament.
