The Central Bank of the Russian Federation has studied the appeals of citizens related to the activities of motor insurers over the past few years. Those that the regulator considered reasonable account for about 13% of the total.
Today's standards suggest that the OSAGO policy is included in the list of mandatory documents for drivers in the Russian Federation. Drivers can be fined for driving without valid insurance. According to the current law, insurance companies do not have the right to unreasonably refuse to sell “car insurance” to customers, but such cases still occur.
Information about customer complaints about auto insurers is displayed in the statistics of the Central Bank: it was provided in response to a request from Andrey Kutepov, head of the Federation Council Committee on Economic Policy. It is known that over the past three years (the period from 2020 to 2022 was taken into account), the regulator received a total of more than 99 thousand complaints regarding the OSAGO product. Of these, 12.8 thousand (that is, approximately 13%) were recognized by the Central Bank as justified.
According to «Parliamentskaya Gazeta», the largest number of received appeals concerned the refusals of insurers to sell OSAGO. So, in 2020, only 655 such complaints were recorded, in 2021 their number increased to 2538, and in 2023 the figure was 4084. That is, over the past few years, this figure has increased more than six times.
Also, car owners sometimes have problems with issuing an electronic policy. Judging by the statistics, in 2020 only 102 people turned to the regulator due to technical failures on the website of the insurance company, and in 2022 the Central Bank recorded 718 such requests. It is known that 548 users complained about data entry errors, in 447 cases the information did not match the information in the RSA (Russian Union of Motor Insurers) database. There were also cases where customers could not enter the code for data verification, etc.
It is curious that about 400 people in 2022 turned to the regulator due to the imposition of additional services when trying to issue an OSAGO policy. It should be noted that now the rule continues to apply, according to which the clients of insurers have the right to refuse additional services within 14 days (if an insured event has not occurred).
It is reported that this information will be analyzed, and later collected the data can be used to create new draft regulations, which, presumably, will be able to improve legislation in the field of compulsory motor third party liability insurance.
According to auto lawyer Sergey Radko, to whom the publication refers, insurance companies are “looking for any excuses and ways to refuse to conclude a contract » in a high-risk trade. These include several categories of customers, including car owners from other regions, taxi drivers and motorcyclists. It is obvious that drivers with a bad accident history or long breaks in insurance also have difficulties.
According to the Central Bank, the cost of a “car citizen” in 2022 increased by an average of 17% (at the same time, for accident-free drivers increased by 8%. At the same time, the average amount of insurance payment for the same period grew by about 27% to 90 thousand rubles. In total, drivers took out 40.3 million OSAGO policies last year, and 42 million in 2021. Part of the decline is due to the fact that fewer new cars were sold in the country, however, it should not be ruled out that the number of those motorists who who refused to buy insurance.
