On June 27, 2023, Avito Spetstechnika held a conference called «The Case of Technology» for players in the road construction industry of the Russian Federation. The experts discussed the key indicators of the industry, gave forecasts for the development of the DST market, and answered questions from the audience. The conference and the round table were attended by major industry players from the manufacturers and dealers of the Russian Federation, representatives of Rosspetsmash and the research company ID Marketing.
The market continues to grow, and the state creates various subsidizing and grant programs for the development of mechanical engineering of road construction equipment. Despite the increase in the number of imported equipment, we see no prerequisites for the «destruction» of domestic production. Opening his speech, Vyacheslav noted the overall dynamics of the economic indicators of road construction machinery in Russia:
- Shipment of DST to the domestic market of the Russian Federation increased by 26% in the 1st quarter of 2023 compared to the previous quarter and in monetary terms amounted to 17.9 billion rubles;
- The share of the domestic market of Russian engineering was 18% as of Q1 2023 and remains stable year-on-year. At the same time, an increase in the share of Russian production was noted in 2022 compared to 2021 by 29%;
- Export of Russian-made DST in Q1 2023 decreased by 63% yoy;
- The number of employees at DST production in Q1 2023 increased by 4% compared to Q1 2022 to 31 .5 thousand employees. The average increase in the wages of employees at DST production facilities was 38% for the 1st quarter of 2023, year-on-year.
According to Rosspetsmash, the industry of trailer and semi-trailer engineering has become the most resistant to sanctions pressure. The expert attributes this to the fact that the domestic market for such DST equipment is well developed in the Russian Federation. These data are confirmed by the dynamics of economic indicators:
- In the 1st quarter of 2023, year-on-year exports of trailers and semi-trailers increased by 367% and amounted to 1.1 thousand units;
- Shipment of trailed and semi-trailed equipment to the domestic market in the 1st quarter of 2023 compared to the 1st quarter of 2022 increased by 24% year-on-year and amounted to 16.4 units of equipment;
- The number of employees in the production of trailers and semi-trailers for Q1 2023 increased by 5% compared to Q1 2022. The average increase in the wages of employees in the production of this type of equipment amounted to 30%.

- Considering the import of DST in the Russian Federation, Vyacheslav noted the year 2022 when the growth in the share of DST from China increased by 92% compared to 2021;
- As of Q1 2023, the share of FST and China is 64%;
- In monetary terms, the volume of imports of DST and China in the 1st quarter of 2023 is 74.5 billion rubles.
- As of Q1 2023, the largest imports of DST in the Russian Federation are observed: in front-end loaders (94%), in asphalt mixing plants (91%), in excavators (81%), in motor graders (70%), in road rollers (65% ) and in tractors (37%).
Vyacheslav Pronin in his speech made a special emphasis on the need to equalize the conditions of competition with foreign players. Thanks to comprehensive and systematic state support, foreign companies can sell equipment at or even below the cost of production.
Russian enterprises cannot count on such a competitive advantage due to high taxes, expensive and unaffordable loans, growth prices for energy carriers, transportation, fuel.
It is necessary to create conditions when domestic plants can count on the same tax burden, on the same credit terms, on benefits and support from the state, as their foreign competitors. Then they will be able to successfully compete with imports without subsidy programs.

According to ID-Marketing:
- The import market for special equipment in January-May 2023 increased by 11 thousand units compared to the same period in 2014 . Compared to the beginning of 2022, imports increased by 84%.
- The most imported types of construction equipment in the first half of 2023 were excavators (36%, 8921 units), front loaders (25%, 6326 units);
- The share of imports of construction equipment from China in January-May 2023 increased by 47% compared to 2014 and amounted to 81%. In real terms, over the same compared periods, imports increased 4 times. In addition to China, the leaders included: the Republic of Korea, Turkey and Japan — 4% each, India — 3%;
- The most popular imported brands were: XCMG (14%), SDLG (10%) and LIUGONG ( 10%.
