Initiatives related to transport taxes appear in the Russian Federation with enviable regularity. Thus, earlier deputies of the State Duma of the Russian Federation from the New People party proposed giving careful car owners (individuals) a 50 percent discount on the payment of transport tax. It was assumed that the benefit would apply to those drivers who did not receive fines for traffic violations during the year.
The authors of the proposal believe that reducing the tax burden “will motivate drivers to be more responsible and careful on the roads.” The Russian government opposed this idea: as Kommersant reports, negative feedback was sent to the corresponding draft amendments to the Tax Code.
In an explanatory document, Deputy Prime Minister Dmitry Grigorenko notes that tax legislation regulates “power relations” regarding the establishment, introduction and collection of taxes and fees, while it does not encourage vehicle owners to comply with traffic rules. He emphasized that the obligation of drivers to comply with traffic rules is enshrined in the Law “On Road Safety.”
It is worth noting that the other day deputies from the LDPR faction made another proposal: they believe that from January 1, 2024, owners of passenger cars with engines up to 150 hp who are raising three or more minor children should be exempt from paying transport tax . It was also proposed to extend the benefit to car owners who are the only parent of one or more minor children.
Today, transport tax remains one of the most important sources of income for regional road funds: from here funds come for the repair of regional highways and the construction of new roads in the constituent entities of the Russian Federation. According to Sergei Eremin, a member of the Duma Committee on Transport, the transport tax cannot be abolished, since it is “a lifeline for the regions.” He also noted that it is possible to unlink the tariff to the power of car engines and “think about other ways.”
According to statistics from the Federal Tax Service, the total amount of transport tax for 2022 (paid and received by regional budgets) was equal to 205.3 billion rubles. Of these, 162.5 billion rubles are tax on vehicles owned by individuals, and the remaining 42.8 billion rubles – by legal entities. It is expected that in 2023 the regions should receive 169.2 billion rubles of transport tax for the cars of individuals and 40.3 billion rubles from legal entities.
Recall that in 2020 in the Russian Federation it was proposed to abolish transport tax for owners of cars with engines up to 250 hp. Representatives of business then made a corresponding proposal. It was believed that this benefit would reduce the cost of owning a vehicle and would contribute to the development of domestic tourism.
