Starting from February 2024, the certification rules for electric and hybrid vehicles have been tightened in the Russian car market. Now they will be required to undergo the certification procedure in accordance with the technical regulations “On the safety of wheeled vehicles” and receive a “Vehicle Type Approval” (VTA). Previously, a simplified import procedure was in force for such vehicles supplied through parallel imports. Considering that the electric vehicle industry is just on the development path, it is worth considering the feasibility of this initiative.
PromMash Test noted that since February of this year, the simplified certification system for electric cars officially imported into Russia has ceased to operate. Now, electric cars, like cars with internal combustion engines, will be subject to a vehicle approval process, which will take significantly longer and cost more.
The cancellation of the simplified import scheme for electric cars has several reasons that undoubtedly remain relevant. Firstly, the decision was made to support domestic car manufacturers, encourage the development of their production and create new jobs in the industry. Secondly, this decision encourages foreign automakers to localize the production of electric vehicles on the territory of the Russian Federation, which facilitates the transfer of the latest technologies and experience to our country.
It is no secret that now the cost of an electric vehicle is significantly higher the price of a similar gasoline car on the market. According to experts, new rules for the import of cars may lead to an even greater increase in the cost of electric cars for end consumers.
Despite all the realities, at the moment the demand for electric vehicles continues to grow, since they have already reached a qualitatively different level, plus, when importing a new electric vehicle, the customs duty is significantly lower than for similar vehicles with an internal combustion engine. After April 1, a sharp reduction in the import of such vehicles is expected due to stricter customs clearance rules for imports through the countries of the Customs Union.
As for the brands of electric vehicles, today the most popular are Changan, Chery, Geely, Hongqi, Voyah. It is important to take into account that currently, an electric car of a Chinese brand with VAT (relevant for legal entities) can only be purchased from those companies that managed to import it before February 1.
