“»Investigators of the regional Investigative Committee detained two teenagers, 14 years old, on suspicion of committing a crime under Part 2 of Article 213 of the Criminal Code of the Russian Federation… near the Bachurin shopping center and in one of the schools in Vladivostok,» the Investigative Committee said in a statement. 
According to investigators, two teenagers born in 2009 and 2010 “used violence against a foreign citizen” on March 5 near a shopping center on Balyaev Street in Vladivostok. On April 12, these same teenagers, near school No. 67, beat up a minor born in 2010, who was hospitalized with a concussion.
The prosecutor's office reported on the verification of compliance with legislative requirements in the field of preventing neglect and delinquency of minors. SUSC informed about the initiation of several criminal cases under Part 2 of Art. 213 of the Criminal Code of the Russian Federation (hooliganism). The police reported that the parents of the teenagers were held accountable for improperly fulfilling their duties in raising minors, and the materials were also sent to the commission on juvenile affairs.
