    MOSCOW, May 16. The Ministry of Digital Development supported the proposal to oblige mobile operators to inform subscribers in advance about the seizure of telephone numbers, follows from the official response of the ministry to the appeal of the Deputy Speaker of the State Duma Boris Chernyshov , the document is available.
    Earlier, Chernyshov approached the Ministry of Digital Development with a proposal to oblige mobile operators to inform subscribers in advance about the seizure of telephone numbers. Chernyshov noted that from September 1, 2024, the government decree “On approval of the rules for the provision of telephone services” will come into force, according to which operators will be able to unilaterally terminate services to subscribers who have not accessed the network for 90 days or more.
    “The Ministry of Digital Development of Russia supports your initiative, and therefore, in a letter dated April 19, 2024, it recommended that telecom operators notify subscribers about the possible termination of the contract and the transfer of the subscriber number to another user in the event of no use of communication services by the subscriber during the period established in the contract, but no later , than 10 calendar days before its completion…”, – written in the official letter.

    It says that notification of subscribers can be carried out in the following ways: by message, through a single portal of state and municipal services, by email or through the operator’s personal account.

    “Communication operators have established that if a subscriber has actually stopped using communication services, it is not possible to deliver a short text message to him and confirm such delivery. Using a registered letter with return receipt shows low efficiency. According to telecom operators, the most effective way is notification of the subscriber through the EPGU, the implementation of which requires elaboration of the mechanism for interaction of their information systems with the EPGU,” the ministry’s letter notes.
    The letter clarifies that some operators have already implemented this practice, in particular, T2 Mobile notifies seizure within 12 days.
