MOSCOW, June 5 The State Assembly of the Republic of Bashkortostan has submitted to the State Duma a bill requiring concert organizers to indicate on posters and tickets, as well as in advertising, what the audience will hear — a soundtrack or live sound, according to the lower house's database parliament.
The document legislates the concept of “plus phonogram”, while simultaneously giving regions the right to establish in their territories the procedure for using such phonograms and informing consumers about their use. It is clarified that tickets, advertising and other announcements about events must contain a warning about the use of a plus soundtrack or about performance with live sound.
In this case, performers and creative groups will be required to notify the event organizer about the use of phonograms, and the viewer will be able to return the money for the ticket if, upon purchase, he was not provided with information that phonograms will be used at the concert.
For failure to provide, untimely provision or provision of false information about the use of a phonogram, performers and organizers of their concerts will bear administrative responsibility.
Bashkir legislators draw attention to the fact that despite the existing legislative regulation in Russia, consumers are faced with a situation where singers and creative groups, even in front of an audience of thousands, sing to a soundtrack, without notifying their viewers about it.
«This circumstance misleads the spectators who paid for the concert, indicates disrespect for their spectators, unprofessionalism of the performers, and, in fact, a surrogate of the service provided,» the explanatory note states.
