MOSCOW, June 25 Books by foreign agent authors will be issued in libraries under a special procedure, and books containing anti-Russian rhetoric will be kept in special storage in libraries of new regions, said State Duma deputy Olga Germanova.
On Tuesday, the State Duma adopted in the first reading a bill on a special procedure for the circulation of books by foreign agent authors in libraries.
«We will issue these books in a special order, they will not be on the first shelves, so as not to promote this author… We do not confiscate books, we will take such literature to special storage, as for new territories, the rest of the literature will be issued in a special order,» she said at the plenary session.
The bill was introduced to the State Duma in March, the authors were the former head of the State Duma Committee on Culture, adviser to the President of the Russian Federation Elena Yampolskaya, as well as State Duma deputies. According to the text of the bill, the Ministry of Culture will establish the procedure for forming a list of such books.
The authors of the project explain that at present, documents, including those created by persons included in the register of foreign agents, or persons included in the list of organizations and individuals in respect of whom there are information about their involvement in extremist activities or terrorism. Thus, according to the authors of the project, authors whose activities are directed against the security of the Russian Federation are being promoted and positioned.
The authors add that the procedure for creating a list of documents created by such persons and informing public libraries such a list will be established by the Ministry of Culture of the Russian Federation.
The Ministry of Culture will also establish the procedure for access to books containing anti-Russian rhetoric in libraries of new regions — DPR, LPR, Kherson and Zaporozhye regions.
