NIZHNY NOVGOROD, August 8 In Arzamas, Nizhny Novgorod region, several children damaged three cars, setting one of them on fire, the regional department of the Ministry of Internal Affairs reported.

Earlier, the local TV channel «Kstati» showed a story about a group of minors smashing cars parked on the street, breaking windows and headlights, taking things out and setting them on fire. Thanks to the recording from the surveillance camera, local residents identified the hooligans. The owners of the smashed cars contacted the police.
As a source in law enforcement explained to the correspondent, the police will most likely refuse to initiate a criminal case, since the participants in the pogrom have not reached the age of criminal responsibility — they are from 8 to 14 years old.
According to the agency's interlocutor, the owners of the cars will be advised to go to court for compensation for material damage, and the parents will be held liable under the article «Failure to fulfill duties to raise a minor.»
