According to the decree of the Russian government, which entered into force on 1 September, the use of a car will be prohibited if there are «additional items» or coverings that reduce the visibility of the driver. However, this list does not include rear-view mirrors, wiper elements, radio antennas, and glass defrost and dryer systems. At at the widespread devices, such as video recorders, holders for phones and navigators, and transponders for toll roads, were not included in the list of exceptions.
Expert positions regarding the legality of such devices in ; the context of the new rules were divided. According to Marina Safonova, a member of the Russian Bar Association, the legislation does not expressly prohibit the installation of such devices, but it is important to become familiar with the correct installation methods. On the other hand, Dmitry Bezdelin, a lawyer from the European Legal Service, argues that any object that impairs the driver's view can serve as a basis for administrative liability.
It must be emphasized that the Rules of the Road (SDA) are already contain a ban on installation of objects that reduce the driver's view, which is reflected in paragraph 3 Chapter 7 SDA. Drivers violating this ban face a fine of 500 rubles.
In addition, the revised list of malfunctions approved by the government includes a ban on the use of light sources in headlights whose class does not correspond to those which are specified in the technical documentation of the car. Therefore, only headlights and lanterns that comply with the technical specifications set out in official documentation may be used.
